Joint resolution authorizing the execution of an intergovernmental agreement with the Special Education District of Lake County for the purpose of police services.
Staff Summary
· The Sheriff’s Office has provided police services to the Special Education District for more than ten years.
· The District has agreed to continue the eight hour police services contract for a period of three more years.
· The Sheriff’s Office has been working with the District to develop a plan to increase the amount of the contract over time to bring them in line with the actual cost of providing services.
· Working towards full payment, the total cost of this service will be reimbursed at a rate of 80 percent the first year, 85 percent the second year, and 90 percent the third year.
Body
WHEREAS, the Special Education District of Lake County (SEDOL) has requested the Sheriff to continue to provide additional police services; and
WHEREAS, both the County and SEDOL are authorized by the terms and provisions of 5 ILCS 220/5 to enter into intergovernmental agreements, ventures and undertakings to perform jointly any governmental purpose or undertaking either could do singularly; and
WHEREAS, SEDOL has requested a continuation of police services of eight hours per day, for an estimated one hundred seventy days per year; and
WHEREAS, the Sheriff is willing to provide regular and consistent police presence; and
WHEREAS, the County Administrator’s Office and the Sheriff have negotiated an Intergovernmental Agreement with SEDOL relative to providing said services; and
WHEREAS, the County and the District are proposing the new rate for the patrol service will be for calendar year 2014, $93,634 or $7,780 per month, increased by four percent each of the next two calendar years; and
