Joint resolution accepting two grants and two modifications from the Illinois Department of Commerce and Economic Opportunity (DCEO) and authorizing an emergency appropriation in the amount of $339,042.37.

Staff Summary
· The WIA Rapid Response Grant of $167,326 includes funding to pay tuition, fees and books for 22 workers impacted by the Motorola layoff, as well as costs related to case management services (the grant period is July 1, 2012 to June 30, 2014).
· The WIA Rapid Response Veteran’s Grant modification of $3,664 includes funding to cover the costs of the wages of the veterans who completed an eleven week work experience program (the grant period is through June 30, 2013).
· The Trade Adjustment Assistance (TAA) Grant of $8,419 includes funding to cover costs related to the administration of the TAA Grants (the grant period is April 1, 2013 to September 30, 2014).
· The TAA Grant modification of $159,633.37 includes funds to pay tuition, fees and books for workers impacted by seventeen TAA layoff events (the grant period is through September 30, 2013).

WHEREAS, The Illinois Department of Commerce and Economic Opportunity has accepted and provided a grant and grant modification to the WIA Rapid Response Grants totaling $170,990 to the Lake County Workforce Development Department; and,

WHEREAS, The Illinois Department of Commerce and Economic Opportunity has accepted and provided a grant and grant modification to the TAA Grants totaling $168,052.37 to the Lake County Workforce Development Department; and,

WHEREAS, these grants are for the program period July 1, 2012 to June 30, 2014, to provide services to individuals certified under the Workforce Investment Act and the Trade Adjustment Assistance Act; and

WHEREAS, this funding is expected to cover participant direct training and support service costs and staff costs for workers impacted from multiple plant closings and lay-offs and the veteran population; and
