Staff Summary
• Lake County is receiving a direct distribution of settlement funds under the Illinois Opioid Allocation Agreement and anticipates receiving approximately $9 million no later than 2038.
• Lake County contracted with Third Horizon to collect and analyze quantitative and qualitative data that was used to develop the Lake County Opioid Settlement Strategy Report.
• Lake County developed an equitable Opioid Response Funding Plan based on the data and recommendations in the Strategy Report; which details a data-driven and transparent process.
• Program Year 2025-2026 will be the first round of funding, and will focus investments in harm reduction, case management and system navigation, and recovery services.

RESOLUTION
WHEREAS, Lake County received Opioid Settlement funding as designated in the Illinois Opioid Allocation Agreement and approved by the Attorney General; and
WHEREAS, use of funds is restricted to Opioid Remediation and the terms and conditions as defined in the Illinois Opioid Allocation Agreement and the Opioid Settlement Agreement; and
WHEREAS, a data-driven and transparent funding process has been developed to include formal and informal feedback from people with lived experience and community members; and
WHEREAS, the funding process will occur annually with the first round of funding focusing on investments in harm reduction, case management and system navigation, and recovery services.
NOW, THEREFORE, BE IT RESOLVED, by this County Board of Lake County, Illinois, that the 2025-2026 Opioid Response Funding Plan be approved.
