Joint resolution authorizing an agreement with Atlas Copco Compressors LLC, Delaware, for a five-year service plan, in the amount of $38,160.82 annually, to service and repair the high-speed blowers at the County's Des Plaines River treatment facility.
Staff Summary
* Lake County owns and operates three wastewater reclamation facilities (Des Plaines River, New Century Town, and Mill Creek).
* Atlas Copco is the company that manufactures the High-Speed Efficiency Blowers in use at the Des Plaines River treatment facility which provide the much-needed air for the aeration basins (secondary treatment) and allows for proper mixing and sustained oxygen that is critical to the support of the biological population within each basin.
* Atlas Copco is the sole source provider for service and repairs to the high-speed efficiency blowers in use at our treatment facilities and no other reasonable service provider is available to the department.
* Pursuant to Chapter 33.066 Bid Exemption of the Lake County Purchasing Ordinance, the Purchasing Agent has made a determination, based on a previous bid exemption (2017), that there is only one single source approved as an authorized dealer for the region.
* This agreement provides for the annual maintenance and repair of this critical equipment.

RESOLUTION
WHEREAS, the Department of Public Works has utilized Atlas Copco equipment for many years and has found such equipment meets our needs; and
WHEREAS, the blowers provide the much-needed air for the aeration basins (secondary treatment) and allows for proper mixing and sustained oxygen that is critical to the support of the biological population within each basin; and
WHEREAS, Atlas Copco Compressors LLC, Delaware, is the sole source provider for service and repairs to the high-speed efficiency blowers in use at the County's Des Plaines River wastewater reclamation facility; and
