· Lake County desires to enter into a contract for Land Line, ISDN-PRI Services.
· Invitations for bids were called for by publication and extended to (14) potential suppliers; nine (9) sealed bids were received from seven (7) suppliers and opened on September 2, 2009.

WHEREAS, in accordance with Section 4-102 of the Lake County Purchasing Ordinance, bids were called for by publication for Land Line, ISDN-PRI Services for various Lake County facilities; and
WHEREAS, these services include ISDN-PRI Digital service connections to the Public Telephone Networks for Lake County; and
WHEREAS, subsequent to said publication, bids were extended to fourteen (14) suppliers; and
WHEREAS, nine (9) sealed bids were received from seven (7) suppliers and opened in the County Building, Waukegan, Illinois, on September 2, 2009 at 2:00 p.m.; and
WHEREAS, PAETEC is the lowest, responsive and responsible bidder in the estimated amount of $79,111; other bids received ranged from $96,480 to $234,996.
NOW, THEREFORE, BE IT RESOLVED, by this County Board of Lake County, Illinois, that the Purchasing Agent is authorized to enter into a two (2) year contract with three (3) additional one (1) year renewal options with PAETEC, Chicago, IL, for Land Line, ISDN-PRI Services for various Lake County facilities in the estimated amount of $79,111 and charging the costs thereof to account #101-1300020-71940-13050.
