Title
Joint resolution authorizing the renewal of interagency agreement #210059 with the Illinois Criminal Justice Information Authority to provide federal funding of $35,605 for the Children’s Advocacy Center Bilingual Victim Advocate Grant for an additional twelve months.
Staff Summary
· Beginning in 1999, the Children’s Advocacy Center has annually implemented this grant to supplement funding for a bilingual victim advocate.
· This grant, covering the period October 1, 2010 through September 30, 2011, funds a portion salary for one of the three victim advocates housed at the Lake County Children’s Advocacy Center. The victim advocate provides comprehensive supportive services to child victims and their non-offending family members throughout the court process with the goals of preventing re-victimization of children through education and emotional support.
· The Children Advocacy Center has served an average of 506 victims and non-offending family each year over the last nine years.
· Program expenses during the grant fiscal year are estimated at $54,635 in salary and $19,929 in fringe for a total of $74,564.
· Sources of funding include $35,605 in federal funds for salary, $8,901 for the 20% required match for salary, and $30,058 in overmatch for salary and fringe for a total of $74,564. The Children’s Advocacy Center reimburses the State’s Attorney’s Office for the required 20% match and overmatch for the rest of salary and benefits.
· The grant award increased 10% from last year, which in turn reduces the local match and overmatch cost for the position.
