Resolution amending various sections of the Lake County Board Rules of Order and Operational Procedures.
Staff Summary
· The Lake County Board Rules of Order and Operational Procedures currently requires both standing committee and Financial and Administrative Committee review of line item transfers and items previously budgeted but not completed or received within a particular fiscal year (carry-overs).
· This process has presented logistical challenges with the agenda process.
· An amendment is requested to streamline the process and require only a review by the Financial and Administrative Committee of these items.
· At its meeting on February 27, 2013, the Rules Committee recommended approval of the amendment concerning carry-over reviews, but indicated that line item transfer should continue to be reviewed by both the appropriate standing committee and Financial and Administrative Committee.
· The Rules Committee also recommended approval of an amendment eliminating the need to turn in personal notes taken during executive session.

WHEREAS, there is a need to amend the Lake County Board Rules of Order and Operational Procedures; and
WHEREAS, the amendment seeks to streamline the process for review of line item transfers and previously budgeted carry-overs; and
WHEREAS, line item transfers and previously budgeted carry-overs would still be reviewed by the Financial and Administrative Committee; and
WHEREAS, the Rules Committee has reviewed the amendment to the Rules of Order and Operational Procedures of the Lake County Board and recommends approval.
NOW, THEREFORE, BE IT RESOLVED, by this County Board of Lake County, Illinois, that the Rules of Order and Operational Procedures of the Lake County Board are approved in the attached form.
