Staff Summary
· There is a need to implement debt collections functionality in CRIMS to increase the collection of Court fees and fines payable to Lake County.
· Lake County has a long standing and successful relationship with Software Development and Services Corporation who has provided professional services for the integration of justice agencies.
· The Purchasing Agent convened an ad hoc group that approved bid exemption on the basis of the long standing, successful relationship. The knowledge gained through this relationship adds value integral to the services provided.
· This agreement will cost $188,616 charged to 101-1102040-79930-000-000-000-11031.
· Recovery of uncollected debt during the first 18 months is conservatively projected to be three times the expense of this contract.

WHEREAS, there is a need to implement debt collections functionality in the Court Records and Information Management System (CRIMS) to increase the collection of Court fees and fines payable to Lake County; and

WHEREAS, Software Development and Services Corporation developed the Court Records Management (CRIMS) in 1991; and

WHEREAS, there exists a long standing and successful relationship with Software Development and Services Corporation who has provided CRIMS maintenance services and professional services for the integration of justice agencies in Lake County; and

WHEREAS, in accordance with Article 6, Section 102 of the Lake County Purchasing Ordinance, the Purchasing Agent convened an ad hoc review group that approved exemption from competitive selection on the basis that there exists a long standing, successful relationship for these professional services, and t...
