Staff Summary
* The County awarded a construction contract to Professional Meters, Inc., Morris, Illinois, for the AMR Project to replace water meters and install fixed network infrastructure, including 17 data collection devices, within the Village of Vernon Hills.
* The County and the Village wish to enter into an intergovernmental agreement by which the terms regarding the installation and maintenance of the data collection devices are established; the Village ratified this intergovernmental agreement at its April 1, 2014 board meeting.
* This resolution authorizes the County Clerk and the County Board Chair to execute the attached Intergovernmental Agreement for License to Install Automated Meter Reading Devices on Existing Structures in the Village of Vernon Hills.

R E S O L U T I O N

WHEREAS, Lake County owns, operates and maintains the water system for the Village of Vernon Hills; and

WHEREAS, within the Vernon Hills water system, the County maintains and reads manual water meters for approximately 8,000 retail water and sewer customers for purposes of billing and collecting water and sewer user fees; and

WHEREAS, the County's long-term infrastructure improvements program requires replacement and automation of the County's meter reading system; and

WHEREAS, the County awarded a construction contract to Professional Meters, Inc., Morris, Illinois, to replace water meters and install fixed network infrastructure, including 17 data collection devices, within the Village; and

WHEREAS, the County and the Village wish to enter into an intergovernmental agreement by which the terms regarding the installation and maintenance of the data collection devices are established; and
