· Lake County is constructing a permit facility at its Libertyville property that will provide permitting services to the entire populace of Lake County.
· In order to accommodate the traffic impacts at the intersection of Winchester Road and IL Rte. 21, a southbound right-turn lane is needed and the existing eastbound to northbound left-turn lane on Winchester Road needs to be extended.
· This improvement is included in the 2009 Program.
· Before a project letting can be held an appropriation of $679,000 of Motor Fuel Tax funds is necessary.

R E S O L U T I O N
WHEREAS, Winchester Road (County Highway 69) is a designated route on the county highway system; and
WHEREAS, in order to provide for the additional traffic associated with the permit facility being constructed on the county’s Libertyville property a southbound to westbound turn-lane on IL Rte. 21 at Winchester Road is necessary and the existing eastbound to northbound left-turn lane on Winchester Road needs to be extended; and
WHEREAS, plans, specifications and estimates of costs for this improvement have been completed and this improvement is now ready to proceed to contract letting; and
WHEREAS, before a letting can be held an appropriation of funds is needed.
NOW, THEREFORE BE IT RESOLVED BY this County Board of Lake County, Illinois, that there is hereby appropriated $679,000 of Motor Fuel Tax funds for the construction of a southbound to westbound turn-lane on IL Rte. 21 at Winchester Road and the existing eastbound to northbound left-turn lane on Winchester Road and designated as Section 07-00151-19-CH.
