Staff Summary
· NorthShore University HealthSystem, Highland Park Hospital, expressed interest in the incumbent worker training program. NorthShore University HealthSystem, Highland Park Hospital’s, line of business is operating a healthcare facility and providing individual safety and healthcare to citizens; employs 1,100 employees; and has been in business for 100 years.
· A training solutions curriculum was prepared to upgrade and enhance the skills of full time registered nurses (RNs) in critical care, emergency and surgical nursing, legal issues as well as leadership and management skills; a total of 50 RNs will benefit and improve their knowledge, retention, leadership & management skills, patient outcomes, and increase the number of certified critical care and emergency nurses.
· The state policy requires that an employer with 100 or more employees provide 50 percent of the cost of the training. Employee wages & fringes can be used to off-set the employer match. The total cost of training is $18,750. Lake County Workforce Development will reimburse $18,750 and the company will provide employee hourly wages of an additional $9,375 for their portion of the match. Cost per employee is $375 for 8 hours training.

WHEREAS, in accordance with the Illinois Department of Commerce and Economic Opportunity Policy Letter #05-11 Incumbent Worker Training, the state has received a waiver until June 30, 2009 from the Department of Labor to allow local Workforce Investment Act grant funds to be used to conduct incumbent worker training; and

WHEREAS, the Lake County Workforce Investment Board has modified Lake County’s Workforce Investment Act grant to permit incumbent worker training; and
