Joint resolution authorizing a funding application to the U.S. Department of Housing and Urban Development's (HUD) Pathways to Removing Obstacles to Housing (PRO Housing) funding and authorizing execution of all necessary Memoranda of Understanding (MOU) and correspondence.

Staff Summary
* HUD has made $85 million available through the PRO Housing funding competition for communities or regions to identify and remove barriers to affordable housing production.
* The Chicago Metropolitan Agency for Planning (CMAP) is preparing an application for the Chicago region to address the issues regionally and increase the likelihood of being selected in the funding competition.
* Due to the number of Counties involved, there may be further modifications and/or amendments to the attached draft MOU as other counties assess their role in the application.
* If funding is received, Lake County will receive planning, technical assistance, and funding for implementation of the affordable housing strategies in support of the Lake County Attainable Housing Task Force.

RESOLUTION

WHEREAS, the U.S. Department of Housing and Urban Development has made $85 million available through the Pathways to Removing Obstacles to Housing (PRO Housing) funding competition with applications due on October 30, 2023; and

WHEREAS, the purpose of the funding is to identify and remove barriers to affordable housing production and preservation; and

WHEREAS, the Chicago Metropolitan Agency for Planning (CMAP) is preparing an application on behalf of participating counties in the region.

NOW, THEREFORE, BE IT RESOLVED, by this County Board of Lake County, Illinois, that the Chair of the Lake County Board or their designee is hereby authorized to execute the necessary documentation to submit the grant application, including but not limited to the final version of the MOU agreed upon by the participating parties and any amendments thereto, along with any and all supporting correspondence.
