Staff Summary
· Lake County desires to enter into a contract for Payroll Card Services for Lake County.
· A Payroll Card is a debit card that is pre-loaded with all or some of the employee’s bi-weekly paycheck; the employee may use the card for retail purchases, ATM withdrawals or to write checks called “G Checks” to remit payment to others.
· Lake County extended requests to twenty-one potential service providers and received ten (10) proposals.
· The Evaluation Committee comprised of representatives from the Lake County Forest Preserve, Treasurers Office, Information Technology, Human Resources and Financial and Administrative Services reviewed all proposals and held interviews with the top three providers.
· This service is provided to Lake County at no charge; and to the employee at no charge for retail transactions, one ATM withdrawal and use of G checks; cardholder charges will apply for emergency card replacement, statements mailed to their home and declined transaction fees; and other pre-disclosed ATM or other fees for some optional transactions.
· Global Cash Card, Irvine, CA is recommended as the firm that best meet the needs of the County based on the criteria included in the RFP.

WHEREAS, in accordance with Section 5-102 of the Lake County Purchasing Ordinance, proposals were called for by publication for Payroll Card Services for Lake County; and

WHEREAS, a Payroll Card is a debit card that is pre-loaded with all or some of the employee’s bi-weekly paycheck; the employee may use the card for retail purchases, ATM withdrawals or to write checks called “G Checks” to remit payment to others; and
