Staff Summary
· The Vernon Hills, Wildwood and Countryside Manor water systems receive their water from CLCJAWA; however, these systems have back-up wells that have been in place since Lake Michigan water delivery began in 1990.
· It has been determined to be more cost effective to discontinue and abandon the wells because the back-up wells are in need of significant service and repair and have not been utilized since the 1990’s.
· The County received bids from four contractors for this work.
· Award of this contract is recommended to the lowest responsive, responsible bidder, Water Well Solutions Illinois Division, LLC in the amount of $ 72,009.

R E S O L U T I O N
WHEREAS, the County of Lake (County) owns and operates water systems throughout the County including water systems in Vernon Hills, Wildwood and Countryside Manor; and
WHEREAS, the Vernon Hills, Wildwood and Countryside Manor water systems receive Lake Michigan Water from the Central Lake County Joint Action Water Agency, but have back-up emergency well systems in place; and
WHEREAS, the back-up wells in the Vernon Hills, Wildwood and Countryside Manor water systems are in need of significant maintenance and it is no longer cost effective to maintain and service the back-up wells; and
WHEREAS, it was determined that the operation of the Vernon Hills, Wildwood and Countryside Manor back-up wells should be discontinued and properly abandoned; and
WHEREAS, in accordance with Section 4-102 of the Lake County Purchasing Ordinance, bids were called for by publication for the Water Well Closure & Abandonment Project; and
