Joint resolution seeking approval for an award from the 2009 American Reinvestment and Recovery Act JAG Grant, a federal ARRA grant administered through the Illinois Criminal Justice Information Authority, for a total of $268,283 awarded for performance period of 36 months.

Staff Summary

                     This program meets the goals of the federal 2009 Reinvestment and Recovery Act, and the priorities of the US Department of Justice and Illinois Criminal Justice Information Authority.

                     The goals of the program include creating jobs, serving victims of crime, and assisting in the prosecution of violent offenders.

                     The program is 100% funded by ARRA, with no local match required and will support 36 months of salary, fringe and administrative expenses of a Victim Witness Counselor position to be housed in the State’s Attorney’s Office.

                     The new Victim Witness Counselor will serve misdemeanor domestic violence victims and will assist as necessary in serving aggravated battery, cyber crime, identity theft and fraud victims.

RESOLUTION

 

                     WHEREAS, the Lake County State’s Attorney’s Office has applied for and has been awarded a US Department of Justice 2009 American Reinvestment and Recovery Act (ARRA) grant, administered through the State of Illinois, that provides grant monies to state and local governments to create jobs and stimulate the economy; and

 

                     WHEREAS, the Lake County State’s Attorney’s Office will use this funding to create a new Victim Witness Counselor position in its inventory for the duration of the grant; and

 

                     WHEREAS, the 2009 ARRA JAG Grant program budget is $268,283 and it is necessary to appropriate this amount; and

 

                     WHEREAS, this new grant requires a separate accounting of Recovery Act grant funding.                     

 

                     NOW, THEREFORE, BE IT RESOLVED, that the acceptance and execution of this 2009 federal ARRA JAG Grant  the United Illinois Criminal Justice Information Authority for Lake County on behalf of the Lake County State’s Attorney’s Office are hereby authorized; and

                     

                     BE IT FURTHER RESOLVED, by this County Board of Lake County, Illinois, that an emergency appropriation in the amount of $268,283 is hereby authorized in fund 101, management center 101-3330030, with an equal amount of offsetting revenue in federal funds to be deposited to the same management center; and

 

                     BE IT FURTHER RESOLVED, that the funds will available for expenditure in the new management center’s chart of accounts until February 28, 2013; and

 

                     BE IT FURTHER RESOLVED, that the chart of accounts will be forwarded to the Controller as soon as possible; and

 

                                          BE IT FURTHER RESOLVED, that the State’s Attorney shall serve as project director for the program, and accurate records of all necessary grant compliance requirements shall be kept by the State’s Attorney Office; and

 

BE IT FURTHER RESOLVED, that the Board Chair, State’s Attorney, and Treasurer for Lake County are hereby authorized to execute the necessary documentation to accept the award.
