• The current contract for Adult Residential Substance Use Treatment expires on April 30, 2025.
• There is a need to establish a contract with a vendor or vendors to provide Adult Residential Substance Use Treatment, Recovery Home Services, and Recovery Coaching Services for the Lake County Adult Probation and Psychological Services Divisions of the Administrative Office of the Nineteenth Judicial Circuit Court.
• Lake County extended requests to 19 vendors and received three proposals.
• Based on the Request for Proposal (RFP) evaluation criteria the Adult Probation Services and Psychological Services Divisions reviewed and determined that the proposals submitted by McDermott Center d/b/a Haymarket Center and Gateway Foundation, Inc. as the most qualified vendor(s) for Lake County.
• This contract will be paid from Fund 250 (Probation Services Fee).

RESOLUTION
WHEREAS, in accordance with Chapter 33.051 of the Lake County Purchasing Ordinance, Proposals were called for by publication for Adult Residential Substance Use Treatment for the Adult Probation Services Division of the Administrative Office of the Nineteenth Judicial Circuit Court; and
WHEREAS, subsequent to said publication, request for proposals were extended to 19 vendors; and
WHEREAS, sealed proposals were received and opened from three vendors in the County Administrative Building, Waukegan, Illinois, on Tuesday, February 4, 2025, at 11:00 a.m.; and
WHEREAS, in accordance with the Evaluation Criteria as established in the Request for Proposal, the Adult Probation Services Division reviewed and determined that the proposal submitted by McDermott Center d/b/a Haymarket Center and Gateway Foundation as the most qualified and favorable proposals for Lake County.
NOW, THEREFORE, BE IT RESOLVED, by this County Board of Lake County, Illinois, that the Purchasing Agent is hereby directed to enter into one-year contracts, with renewals, with McDermott Center d/b/a Haymarket Center and Gateway Foundation for Adult Residential Substance Use Treatment for the Adult Probation Services Division of the Administrative Office of the Nineteenth Judicial Circuit, charging the cost thereof to accounts 250 (Probation Services Fee).
