R E S O L U T I O N
WHEREAS, pursuant to authority granted by this Lake County Board, the County Engineer heretofore called for sealed bids, by publication, to provide for the installation of additional signal equipment to support the Lake County ITS Passage program at various highway intersections which include Beck Road at Sand Lake Road, US Route 45 at Illinois 120, US Route 45 at Center Street, US Route 45 at Brae Loch Road, US Route 45 at Gages Lake Road, US Route 45 at Sand Lake Road, Illinois Route 132 at Sand Lake Road, Illinois Route 132 at Granada Boulevard, Illinois Route 132 at Munn Road, Illinois Route 132 at Deep Lake Road, Illinois Route 132 at Illinois Route 83, Sand Lake Road (Illinois Route 132 to US Route 45), Illinois Route 22 at Tennyson Lane, and designated as Section 13-00268-12-TL; and
WHEREAS, in addition to the base bid work described above, the added alternative bidding process was used for bidders to provide costs for including Alternatives A, B, C, D, E and F work, with a total contract award limit of $540,000; and
WHEREAS, added Alternative A consists of intersection improvements, York House Road at McAree Road, York House Road (Green Bay Road to McAree Road), Green Bay Road at York House Road; and
WHEREAS, added Alternative B consists of intersection improvements, Illinois Route 83 at Shorewood Road, and Illinois Route 83 at Lake Street; and
WHEREAS, added Alternative C consists of intersection improvements, Gilmer Road at Fairfield Road; and
WHEREAS, added Alternative D consists of intersection improvements, Illinois Route 60 at Fairfield Road; and
WHEREAS, added Alternative E consists of intersection improvements, Cuba Road at Ela Road; and
WHEREAS, added Alternative F consists of intersection improvements, Lake-Cook Road at Ela Road; and
WHEREAS, pursuant to said publication and calling for said bids, sealed bids were received and opened on September 24, 2013, at 10:00 A.M., at the Lake County Division of Transportation in Libertyville, Illinois; and
WHEREAS, a tabulation of said bids compared to the total contract award limit of $540,000 resulted in the work to be done consisting of the base bid work and Alternatives A through F work, the combined bid tabulations being as follows:

WHEREAS, the Public Works and Transportation Committee, the County Engineer and the Purchasing Agent have examined each bid, and it appears that the lowest responsible bidder is H & H Electric Company, Inc., Franklin Park, Illinois, their bid being $451,733, based on estimated quantities and unit prices; and
WHEREAS, this Lake County Board, by prior resolution at its meeting of May 14, 2013, appropriated $600,000 of ¼% Sales Tax for Transportation and Public Safety funds to provide for the ITS Passage Field Elements 2013, which includes installation of communication infrastructure (approximately 11,000 feet of fiber and conduit and up to five wireless links), replace eight traffic signal controllers, and add up to 17 pan-tilt zoom cameras to Lake County PASSAGE, along various routes in Lake County, and designated as Section 13-00268-12-TL.
NOW, THEREFORE BE IT RESOLVED by this Lake County Board, that a contract be awarded to said H & H Electric Company, Franklin Park, Illinois, in accordance with their bid of $451,733 based on estimated quantities and unit prices and that the Purchasing Agent, the County Clerk, and the County Engineer of Lake County be authorized, and they are hereby directed to enter into a contract with said low bidder to provide for the ITS Passage Field Elements 2013, which includes traffic signal improvements to Lake County PASSAGE, along various routes in Lake County and Alternatives A through F work, as described above, and designated as Section 13-00268-12-TL.
BE IT FURTHER RESOLVED that in as much as such estimated quantities are the best approximation that can be determined at this time, these quantities may be added to, deducted from, or modified from in the final determination of the contract cost in accordance with Chapter 605 of the Illinois Compiled Statutes, Act 5, Section 5-205.2 without further Board action, providing the final cost chargeable to the funds appropriated does not exceed the appropriation.
