Joint resolution authorizing an emergency appropriation in the amount of $466,000 for two (2) Wetland Restoration Projects identified as the Skokie River Woods Project in the amount of $380,000 and the Dalitsch Pond Project, in the amount of $86,000, both within the North Branch of the Chicago River Watershed.

Staff Summary

                     Money collected into the Wetland Restoration Fund (WRF) due to wetland impacts is carried over into a deferred revenue account for this fund purpose.  In order to access it, an emergency appropriation is needed to bring it into the budget for expenditure.

                     The emergency appropriation will allow the use of $466,000 of the WRF to provide 8.06 acres of wetland mitigation credits at the Skokie River Woods and Dalitsch Pond Projects.

                     This purchase provides mitigation for impacts to 2.25 acres of Isolated Waters of Lake County (IWLC) with restored and enhanced wetlands.  A net gain in high quality wetland acreage (+5.81 acres) and wetland function will be realized, which meets purpose #10 in the Lake County Watershed Development Ordinance (WDO).

                     These funds will be deposited in the Stormwater Management Commission’s Miscellaneous Contractual Services account 212-4208110-79940-000-000-000-42032.

Body

WHEREAS, the Stormwater Management Commission provides for various Wetland Restoration projects; and

 

WHEREAS, the Stormwater Management Commission has agreed to appropriate $466,000 for such projects using Stormwater Management Wetland Restoration Fund Permit Fees - North Branch of the Chicago River; and

                     

WHEREAS, there are sufficient funds available in the Stormwater Management Commission Deferred Revenue account 212-0000000-22300-000-000-000-42032 to cover this emergency appropriation.

 

NOW, THEREFORE, BE IT RESOLVED, by this County Board of Lake County, Illinois that an emergency appropriation in the amount of  $466,000 in the Stormwater Management Commission’s Miscellaneous Contractual Services 212-4208110-79940-000-000-000-42032 for two (2) Wetland Restoration Projects identified as the Skokie River Woods Project in the amount of $380,000 and the Dalitsch Pond Project, in the amount of $86,000, both within the North Branch of the Chicago River Watershed is hereby approved; and

 

WHEREAS, there will be a $466,000 increase in the revenue budget 212-4208110-48340-000-000-000-42032.
