Henderson & Son, Gurnee, Illinois in the amount of $2,202,000 for the construction of the Vernon Hills New Century Town (NCT) Water Reclamation Facility (WRF) Blower Addition and Aeration Upgrade Project and authorizing an emergency appropriation in the amount of $1,750,000 to Fiscal Year 2014 Budget.
Staff Summary
· As part of the County's long-term infrastructure improvements program, the Vernon Hills WRF requires an additional aeration blower and upgrades to the aeration system.
· New Illinois Environmental Protection Agency (IEPA) requirements mandate that Biological Nutrient Removal (BNR) be added to this project, and results in costs exceeding the budgeted amount for this fiscal year.
· An invitation to bid for the Blower Addition and Aeration Upgrade Project was issued and invitations were extended to nine vendors.
· Sealed bids were received from five local vendors, one nonlocal vendor and bids ranged from $2,202,000 to $2,403,000.
· Award of this contract is recommended to Joseph J. Henderson & Son, Gurnee, Illinois as the lowest responsive and responsible bidder who best meets the need of the County for a cost of $2,202,000.
· Due to increased costs resulting from IEPA requirements, an emergency appropriation in the amount of $1,750,000 for the FY2014 Budget must be approved to award the contract.

R E S O L U T I O N
WHEREAS, the County of Lake (County) owns, operates, and maintains sanitary sewer systems, including a water reclamation facility (WRF) within the Southeast Central Lake Facility Planning Area; and
WHEREAS, the County's long-term infrastructure improvements program requires improvements to the Vernon Hills WRF including upgrades to the aeration system and the addition of an aeration blower; and
WHEREAS, as part of new Illinois EPA requirements, Biological Nutrient Removal (BNR) improvements must also be included in this project; and
WHEREAS, in accordance with the Lake County Purchasing Ordinance, bids were called for by publication for the Vernon Hills NCT WRF Blower Addition and Aeration Upgrades Project; and
WHEREAS, subsequent to said publication, the County received requests for bid documents for this work from nine contractors; and
WHEREAS, six sealed bids was received and publicly opened in the office of the Public Works Department on Friday, February 14, 2014, at 2:00 p.m.; and
WHEREAS, Joseph J. Henderson & Son is the lowest responsive and responsible bidder in the amount of $2,202,000.00; five other bids received ranged from $2,206,000 to $2,403,000; and
WHEREAS, because of the inclusion of BNR improvements, insufficient funds were appropriated for this project and an emergency appropriation is necessary to make the necessary funds available; and
WHEREAS, the monies to construct this project are available in the Public Works Department depreciation extension and improvement account; and
NOW, THEREFORE, BE IT RESOLVED, by this County Board of Lake County, Illinois, that the Purchasing Agent is hereby authorized and directed to execute a contract with Joseph J. Henderson & Son, Gurnee, IL in the amount of $ 2,202,000.00 for the Vernon Hills NCT WRF Blower Addition and Aeration Upgrade Project and that an emergency appropriation in the amount of $1,750,000.00 for the Vernon Hills NCT Blower Addition and Aeration Upgrade Project be hereby authorized as a modification to the Fiscal Year 2014 budget charging $60,000 to Account No. 610-4833217-71170-000-000-000-48310 and $1,690,000 to Account No. 610-4833217-85010-000-000-000-48310.
