Title

Proposed Revisions to the Lake County Health Department Animal Care and Control Fees Schedule (as authorized in Lake County Code of Ordinances Chapter 178) - Mackey

 

Body

Revisions to the Animal Care and Control (AC&C) Fees Schedule are proposed to provide clarity and transparency in the assessment of fees, and to incentivize compliance. The proposed revisions are:

o                     Certain language and terms were amended for clarity and to align with Chapter 172

o                     The fee for a distemper vaccination was increased from $10 to $20 due to increased costs

o                     The fee for the relinquishment of an owned dog or cat was increased to $150 to reflect the cost assessed by our primary adoption partner group

                     All references and distinctions to a dog or cat being “adoptable” were removed and a singular relinquishment fee or $150 is proposed for all

o                     The description of the $20 fee for rabies vaccination was clarified to not specify that it only applies to impounded and returned animals

o                     The $2 replacement tag fee was added (it was previously only referenced in procedures and policies)

o                     Language in the Rabies fees section was amended for clarity

o                     The fee for confinement and rabies observation was changed from a flat $150 fee to $35 per day to align with revisions to Chapter 172

o                     A note was added under livestock fees that reimbursements for losses will be in accordance with State statute and at current market value

o                     Under municipal contract fees, a $50 fee for disposal of a cat picked up at a municipal location was added to reflect transportation costs

o                     The fee for failure to confine a biting animal after notification was increased from $100 to $500 to incentivize compliance

o                     The fee for failure to sterilize a dog or cat after notification was increased from $100 to $500 to incentivize compliance

o                     A fee of $50 was added for failure to microchip a biting dog or cat released from confinement and rabies observation

 

These proposed revisions were reviewed and approved by the Environmental Health Advisory Committee at their February 17, 2025 meeting.  A public hearing was held on March 5, 2025, and emailed comments and minutes from the hearing are attached.
