Staff Summary

•                     Over the past several years, the Lake County Stormwater Management Commission has been working with stakeholders in the Indian Creek and Bull Creek-Bull’s Brook subwatersheds of the Des Plaines River watershed.

•                     SMC and its local watershed partners have begun implementing the action plan recommendations contained in the Indian Creek and Bull Creek-Bull’s Brook Watershed Plans.  

•                     SMC worked with watershed stakeholders to secure funding from the Illinois Environmental Protection Agency (IEPA) through Section 319 of the Clean Water Act. 

•                     The BMPs and projects recommended for funding by this grant are based on action recommendations contained in the Indian Creek & Bull Creek-Bull’s Brook Watershed Plans.

•                     The emergency appropriation totaling $586,139 will provide $526,139 in IEPA 319 funds to install best management practices (BMP) projects and $60,000 to support SMC’s administration costs in both watersheds during fiscal year 2009. An additional $90,000 in revenue to cover SMC’s administrative costs will be recognized in future fiscal years.

Body

WHEREAS, the Stormwater Management Commission has entered into an agreement with the Illinois Environmental Protection Agency to work with local partners to construct best management practice (BMP) projects as recommended in the Indian Creek and Bull Creek-Bull’s Brook watershed plans; and

WHEREAS, the Stormwater Management Commission will receive $586,139 from the Illinois Environmental Protection Agency through Section 319 of the Clean Water Act toward the cost of these BMP projects and project administration, and this amount is not included in the current year budget.

NOW, THEREFORE, BE IT RESOLVED, by this County Board of Lake County, Illinois, that an emergency appropriation in the amount of $526,139 in the Stormwater Management Commission budget is hereby authorized (expense budget account 212-4202130-79950) for implementation of the Indian Creek and Bull Creek-Bull’s Brook watershed plans; and

BE IT RESOLVED, that the revenue budget in 212-4202130-45350 shall also be increased by $526,139 and funds received by the Stormwater Management Commission for the plan implementation shall be recorded in account 212-4202130-45350; and

BE IT FURTHER RESOLVED, that the revenue budget in 212-4201010-45400 shall also be increased by $60,000 and funds received by the Stormwater Management Commission for contract administration shall be recorded in account 212-4201010-45400.
