• LCDOT received and evaluated Statements of Interest and Qualifications from 11 professional firms, of which three were short-listed and presented to a consultant selection committee.
• The selected and recommended firm is Stanley Consultants, with a maximum cost of $1,249,427.
• This project is included in the highway improvement program, and designated as section number 19-00125-07-CH.

R E S O L U T I O N
WHEREAS, 21st Street, County Highway 67, at Kenosha Road, County Highway 53 are designated routes on the County highway system; and
WHEREAS, Lake County believes it would be beneficial to the safety and welfare of the traveling public if 21st Street could be improved from Delany Road to Illinois Route 173, including the intersection of Kenosha Road, rehabilitation of an existing culvert and non-motorized improvement; and
WHEREAS, combined Phase I and Phase II engineering services are required for these improvements; and
WHEREAS, it is recommended that a consultant engineering firm be employed to provide these services; and
WHEREAS, Lake County, by and through its Division of Transportation, has selected a professional engineering services firm in accordance with the Local Government Professional Services Selection Act, 50 ILCS 510/1 et. seq.; and
WHEREAS, Stanley Consultants are consulting engineers skilled in the provision of these Phase I and Phase II engineering services; and
WHEREAS, an appropriation of funds is required.
NOW, THEREFORE BE IT RESOLVED by this Lake County Board, that the County Board Chair, the County Clerk, and the County Engineer of Lake County are authorized, and directed to execute on behalf of Lake County, an agreement, and any amendments, between Lake County and Stanley Consultants at a maximum amount of $1,249,427, for combined Phase I and Phase II engineering services for improvements along 21st Street, from Delany Road to Illinois Route 173, including the intersection of Kenosha Road, a culvert rehabilitation and non-motorized improvements, a draft copy of which is attached hereto.
BE IT FURTHER RESOLVED that the County Engineer shall transmit, in writing, the final agreement, and any amendments, to be executed by the County Board Chair and the County Clerk.
BE IT FURTHER RESOLVED that there is hereby appropriated $1,500,000 of ¼% Sales Tax for Transportation funds for these combined Phase I and Phase II engineering services, and designated as Section 19-00125-07-CH.
BE IT FURTHER RESOLVED that this agreement be administered in accordance with Chapter 605, Act 5, Section 5-205.2 of the Illinois Compiled Statutes without further Board action, providing the final contract cost chargeable under the funds appropriated does not exceed the appropriation.
