                     2008 Ice Control Salt: Supplemental MFT Appropriation and Line Item Transfer

                     The State Department of Central Management Services bid twice for Lake County (and other agencies, including the townships) and received no bids. There is a Midwest salt supply shortage. 

                     The County Engineer certified an emergency procurement was necessary under the County Purchasing Ordinance and in cooperation with the townships has secured supplies for the 2008-2009 winter season from 3 sources for 36,000-tons ( approximately ½) for townships.

                     The county will initially purchase the contracted amounts and the townships will pick up and pay for their allocations.

                     The net additional cost will come out of the MFT construction fund budget by a line item transfer and revenue from the townships.

R E S O L U T I O N

 

                     WHEREAS, this County Board of Lake County, Illinois, by prior resolutions appropriated $3,375,000.00 to provide for highway maintenance materials and also contract traffic signal maintenance for fiscal year 2008 (Patrol One), and designated as Section 08-00000-00-GM; and

 

WHEREAS, subsequent to the above-said appropriations, and the adoption of the FY-2008 Motor Fuel Tax fund budget, Lake County has purchased or issued purchase orders for the above-stated materials and signal maintenance; and

 

WHEREAS, each fiscal year the county estimates its ice control salt quantity needs and participates in the joint purchasing with Central Management Services (State of Illinois) in March for the following snow season; and

 

WHEREAS, on August 19, 2008, Lake County was in receipt of a memorandum from the Illinois Department of Central Management Services informing certain units of local government that CMS has made two (2) efforts to bid rock salt to local government units but had not received any bids for certain units of local governments including Lake County and townships in Lake County; and

 

WHEREAS  the State of Illinois Department of Central Management Services has informed  local governmental units within the same memorandum, that they are encouraged to find alternate sources of road salt “on your own” and anticipate to be paying in the range of $145 - $165 per ton; and

 

WHEREAS, there is not sufficient time before the forthcoming winter  to formalize a Motor Fuel Tax fund bidding process with the expectation of receiving any awardable bids for ice control salt delivered in time for the 2008 - 2009 ice control season; and

 

WHEREAS, Lake County by and through its Division of Transportation has partnered with the Township Highway Commissioners of Lake County to determine the ice control salt requirements for the forthcoming 2008 - 2009 winter season for Lake County and the Township Highway Departments; and

 

 WHEREAS, the need of ice control salt for the Lake County Division of Transportation and the Township Highway Departments of Lake County is estimated to be 36,000 tons for the 2008 - 2009 winter season (approximately ½ for the townships); and 

 

WHEREAS, in accordance with Article 6-103 of the Lake County Purchasing Ordinance, the County Engineer of Lake County declared that an emergency procurement of ice control salt existed; and

 

WHEREAS, the estimated cost of said ice control materials for the 2008 - 2009 ice control season is  now estimated to be $5,250,000.00 (including the ½ to be supplied to Township Highway Departments); and

 

WHEREAS, Lake County will be reimbursed for approximately 50% of these costs ($2,625,000.00) from the Township Highway Departments of Lake County; and

 

WHEREAS, an appropriation is required to acquire these materials.

 

NOW, THEREFORE BE IT RESOLVED, by this County Board of Lake County, Illinois, that there is hereby provided a supplemental appropriation of $5,250,000.00 of Motor Fuel Tax funds for the acquisition for the above-said ice control material for the 2008 - 2009 winter season and designated as Section 08-00000-00-GM. 

 

BE IT FURTHER RESOLVED that budget expenditure line item 268-4300040-65030 be increased by $5,250,000.00. 

 

BE IT FURTHER RESOLVED that budget revenue line item 268-4300010-45390 (revenue from townships) be increased by $2,625,000.00. 

 

BE IT FURTHER RESOLVED that budget expenditure line item 268-4300030-85020 be decreased by $2,600,000.00.
