Joint resolution approving a 12-month (no-cost) extension to the Intergovernmental Agreement (IGA), on behalf of the Lake County Sheriff, Lake County Emergency Telephone System Board (ETSB), and the Lake County Board, to remain a member of the Regional 9-1-1 Consolidation Implementation Governance Committees formed by 21 independent Public Safety Entities in Lake County.

 

Staff Summary

                     The current IGA expires on September 6, 2020. The no-cost 12-month IGA extension has been approved by the 21 partners that comprise the Regional 9-1-1 Governance Committees.

                     Continuation of the IGA provides the opportunity to seamlessly complete an ongoing joint review and possible procurement of 9-1-1 technology as well as to develop agreements that support future consolidation pathways.

                     The original IGA resolution passed by the 21 partner Public Safety Entities agrees to participate in the development of an implementation and migration plan and commitment to contribute funds for project management and consultant services.

                     Lake County will continue to serve as the administrative agent for entering into contracts, making payments, receiving dues or grants or other revenue, and for providing the financial accounting and reports as required.

RESOLUTION

WHEREAS, Lake County and local partners studied opportunities to enhance service levels and gain efficiencies by consolidating independent Public Safety Answering Points (PSAP) in Lake County, and

WHEREAS, the Board supported the convening of public safety partners along with the Lake County Emergency Telephone System Board (ETSB) and the Lake County Sheriff’s Office to conduct the 9-1-1 Consolidation Study (Phase II Study); and

WHEREAS, the Board lead the development of a resolution of support passed by all participating public safety entities and the creation of the Regional 9-1-1 Consolidation group charged with developing an implementation and migration plan for 9-1-1 consolidation in Lake County; and

WHEREAS, the Board supports the establishment of interim two-tier governance structure to serve as the decision-making body on behalf of all participating Public Safety Entities. The recommended structure includes a policy board and an operations board, which may also include sub-committees to study specific subject areas and make recommendations to the governing boards; and

WHEREAS, Lake County has agreed to act as the administrative agent for hiring a project manager, entering into contracts, making payments, receiving dues or grants or other revenue, and for providing the financial accounting and reports as required; and

WHEREAS, Lake County created a special fund to receive contributions from each public safety entity and has collected a total of $410,000 from 21 partner Public Safety Entities; and

WHEREAS, the Intergovernmental Agreement outlines the purpose of the Regional 9-1-1 Consolidation Committees, the expected expenditure of the collected funds, and the timeline of the project; and

WHEREAS, the original Intergovernmental Agreement expires on September 6, 2020; and

WHEREAS, a no-cost 12-month extension of the original Intergovernmental Agreement provides the opportunity to seamlessly complete an ongoing joint review and possible procurement of 9-1-1 technology as well as to develop agreements that support future consolidation pathways.

NOW, THEREFORE, BE IT RESOLVED, by this County Board of Lake County, Illinois, to hereby authorize approval of a 12-month extension to the Intergovernmental Agreement (IGA) regarding the Regional 9-1-1 Consolidation Implementation Project on behalf of the Lake County Sheriff’s Office, Lake County Emergency Telephone System Board (ETSB),  and the Lake County Board.
