Staff Summary
·      For many years, the County has been operating a local solid waste inspection and enforcement program.
·      The program is operating with funding coming from the Solid Waste Management Tax Fund.
·      The IEPA informed the County that it intends to continue state funding for the program in the amount of $91,495.89 for the period of July 1, 2012 through June 30, 2013.
·      An emergency appropriation of $28,123 is required for the remainder of fiscal year 2012, with the remaining funds to be included in the fiscal year 2013 budget.
 
Body
WHEREAS, the County of Lake has entered into a Delegation Agreement with the Illinois Environmental Protection Agency (IEPA) for the purpose of implementing a local solid waste inspection and enforcement program; and
 
WHEREAS, this program is being implemented through an agreement between the County and the Lake County Health Department, with funding budgeted by the County Board from the Solid Waste Management Tax Fund; and
 
WHEREAS, the IEPA has informed the County that it intends to continue state funding for the solid waste inspection and enforcement program in the amount of $91,495.89 for the period July 1, 2012 through June 30, 2013; and
 
WHEREAS, it is now necessary to provide for the proper approvals for this grant.
 
WHEREAS, the Solid Waste Enforcement Grant funding is not fully included in the Lake County Health Department's Fiscal Year 2012 budget.
 
NOW, THEREFORE, BE IT RESOLVED, by this County Board of Lake County, Illinois, that the Chairman of the Board is hereby authorized to execute the necessary documentation to accept a Solid Waste Enforcement Grant from the IEPA in the amount of $91,495.89 for the period July 1, 2012 through June 30, 2013; and
 
BE IT FURTHER RESOLVED, by this County Board of Lake County, Illinois, to authorize an emergency appropriation in the Lake County Health Department's Fiscal Year 2012 budget (various expense accounts as indicated in the attachment) in the amount of $28,123 to allow for the utilization of the Solid Waste Enforcement Grant funds with the remainder to be included in the FY2013 budget and to authorize a concurrent increase in the Lake County Health Department's Fiscal Year 2012 budget (revenue budget account 210-4035020-45333), in the amount of $28,123, to allow for receipt of the Solid Waste Enforcement Grant funds, with the remainder to be included in the FY2013 budget.
