Staff Summary
· In May 2008 moisture was discovered within the walls of Winchester House on floors one through five.
· The Director of Human Resources certified an emergency condition necessitating immediate action to assess and remediate any moisture related issues.
· The Purchasing Agent issued purchase orders to ENVIRON International Corporation and Brouwer Brothers Steamatic for assessment and remediation services in the amount of $345,419.79.
· The Purchasing Agent issued additional purchase orders to Floor Décor, Iskalis Interprise Inc., Prime Coat Corp., Stried Painting Inc. and Waukegan Roofing Co. Inc. against current Lake County contracts to repair the damages in the amount of $152,763.70.
· The total cost for assessment, remediation and repair was $498,083.49 charged to account #206-1440010-72180-000-000-000-00000.

WHEREAS, in May, 2008 moisture was discovered within the walls of the fifth floor of Winchester House and subsequently on floors one through four; and
WHEREAS, in accordance with Section 6-103 of the Lake County Purchasing Ordinance, the Director of Human Resources certified that an emergency condition existed necessitating immediate action to assess and resolve any moisture related issues and thus minimize a serious disruption of government services; and
WHEREAS, the Purchasing Agent issued emergency purchase orders for the assessment, remediation, and repair services as follows:
Brouwer Brothers Steamatic of Alsip, IL for remediation services - $294,852
Environ Internation Corp. of Park Ridge, IL for assessment services - $50,467.79
Floor Décor of Lindenhurst, IL for building repairs - $3,300
Iskalis Interprise Inc. of Gurnee, IL for building repairs - $22,180
Prime Coat Corp. of Waukegan, IL for building repairs - $24,250
Stried Painting Inc. of Grayslake, IL for building repairs - $63,178.50
Waukegan Roofing Co. Inc. of Waukegan, IL for building repairs - $9,150
NOW, THEREFORE, BE IT RESOLVED, by this County Board of Lake County, Illinois that the Emergency Procurements authorized by the Director of Human Resources for the assessment, remediation and repairs services in the amount of $498,083.49 charging the total costs to account #206-1440010-72180-000-000-000-00000 is ratified.
