• Nathan Herbst is a Certified Illinois Assessing Officer, served as a member of the Lake County Board of Review member from 2021 to 2022, has served as the Chair of the Board of Review since 2022, and has received the requisite certification of the Statewide Supervisor of Assessments Examination.
• In this resolution, Chair Hart submits the appointment of Nathan Herbst to the County Board for its approval and approves the associated employment agreement.

RESOLUTION
WHEREAS, after seven years of service as Chief County Assessor, Robert Glueckert is retiring effective July 14, 2026; and
WHEREAS, as a result, a vacancy will occur in the office of Chief County Assessor; and
WHEREAS, pursuant to 35 ILCS 200/3-5, the office of supervisor of assessments shall be filled by appointment by the presiding officer of the county board with the advice and consent of the county board; and
WHEREAS, the Lake County Board Chair Hart submits the appointment of Nathan Herbst to the County Board for its approval; and
WHEREAS, Nathan Herbst wishes to accept this Employment Agreement and the position of Chief County Assessment Officer in accordance with the terms and conditions contained herein; and
WHEREAS, Nathan Herbst has certified to the county clerk that he meets the required qualifications through the possession of a Certified Illinois Assessing Officer certificate from the Illinois Property Assessment Institute; and
WHEREAS, Nathan Herbst possesses a Certification of successful completion of the Statewide Supervisor of Assessments Examination; and
WHEREAS, it is the recommendation of the Chair that Nathan Herbst be appointed to a term commencing July 15, 2026, and ending July 14, 2030.
NOW, THERESFORE, BE IT RESOLVED by this County Board of Lake County, Illinois, that Nathan Herbst is hereby appointed to the position of Chief County Assessment Officer of Lake County for a four-year term commencing July 15, 2026, and ending July 14, 2030.
BE IT FURTHER RESOLVED that it is in the best interests of both parties to enter into an agreement establishing the terms and conditions of the appointment as Chief County Assessor; and
BE IT FURTHER RESOLVED that the Agreement between Lake County and Nathan Herbst is hereby approved and incorporated by reference.
