Staff Summary
• In order to perform routine and necessary highway maintenance, the Lake County Division of Transportation must purchase Patrol One general maintenance materials and services on an annual basis.
• Patrol One general maintenance materials and services may include, but not be limited to, supplies such as paint, signposts, shoulder aggregate, and de-icing materials, as well as utility services and repairs.
• This project is included in the Transportation Improvement Program, and is designated as Section 26-00000-00-GM.

RESOLUTION
WHEREAS, to maintain the condition of the designated routes on the County highway system, the Lake County Division of Transportation annually undertakes various general maintenance activities that utilize miscellaneous highway materials and services; and
WHEREAS, general maintenance materials and services may include, but not be limited to, supplies such as paint, signposts, shoulder aggregate, and de-icing materials, as well as utility services and repairs; and
WHEREAS, the cost of the general maintenance materials and services for 2026 is estimated to be $1,012,400.
NOW, THEREFORE, BE IT RESOLVED, by this County Board of Lake County, Illinois, that there is hereby appropriated $806,400 of Motor Fuel Tax funds for maintaining streets and highways, including utility services, under the applicable Illinois Highway Code, from December 1, 2025, to November 30, 2026, and $206,000 of Matching Tax funds for de-icing materials needed to support various maintenance activities on various County highways, and designated as Section 26-00000-00-GM; and
BE IT FURTHER RESOLVED, that only those operations as listed and described on the approved Estimate of Maintenance Costs, including supplemental and revising estimates approved in connection with this resolution, are eligible for maintenance with Motor Fuel Tax funds during the period as specified above; and
BE IT FURTHER RESOLVED, that the County Engineer of Lake County shall submit within three months after the end of the maintenance period as stated above, to the Illinois Department of Transportation (Department), on forms available from the Department, a certified statement showing expenditures and the balances remaining in the funds authorized for expenditure by the Department under this appropriation; and
BE IT FURTHER RESOLVED, that the Lake County Clerk is hereby directed to transmit four certified originals of this resolution to the district office of the Illinois Department of Transportation; and
BE IT FURTHER RESOLVED, that this appropriation be processed by the County Engineer for final approval on behalf of the Illinois Department of Transportation in accordance with the “Agreement of Understanding” between the Illinois Department of Transportation and Lake County, dated May 3, 2018.
