                     Fuel Management System: 2009 Upgrade for Efficiencies

                     In 2001 Syn-Tech Systems, Inc., Tallahassee, FL was awarded a competitive bid contract to provide a Fuel Management System for the fuel terminal at the Libertyville Campus for the Department of Transportation.

                     This systems tracks vehicle numbers, fuel pump, quantity dispensed, date and time and data is then uploaded into the Division of Transportations’ Fleet Management System.

                     There is a need to upgrade the system to incorporate radio frequency technology to automatically record this information plus odometer reading thus eliminating driver input error.

                     Syn-Tech Systems, Inc. is the manufacturer of the current system and the only source that can upgrade the system.

                     The Purchasing Agent consulted with an ad hoc review group and determined that this purchase is exempt from bidding on the basis of sole source.

                     This upgrade will cost $36,567.20.

                     WHEREAS, in 2001 Syn-Tech Systems, Inc., Tallahassee, FL was awarded a competitive bid contract to provide a Fuel Management System for the fuel terminal at the Department of Transportation, Libertyville Campus; and

 

                     WHEREAS, this System tracks vehicle numbers, fuel pump, quantity

dispensed, date and time, and this data is uploaded into the Division of Transportation Fleet Management System; and

 

                     WHEREAS, there is a need to upgrade the system to incorporate radio frequency technology to automatically record this information plus odometer reading thus eliminating driver input error; and

 

                     WHEREAS, the upgrade includes a data device that is installed in the vehicle and connected to the vehicle on-board computer and a ring terminal installed on the fuel pump; and

 

                     WHEREAS, Syn-Tech Systems, Inc., Tallahassee, FL is the manufacturer of the current system and the only source that can upgrade the system; and

 

                     WHEREAS, in accordance with Article 6, Section 102 of the Lake County Purchasing Ordinance, the Purchasing Agent consulted with an ad hoc review group and determined that this purchase is exempt from bidding on the basis of Sole Source.

 

                     NOW, THEREFORE, BE IT RESOLVED, by this County Board of Lake County, Illinois, that the Purchasing Agent is authorized to enter into an agreement with Syn-Tech Systems, Inc., Tallahassee, FL to upgrade the Fuel Management System for the Division of Transportation, Liberty Campus in the amount of $36,567.20.
