Resolution authorizing a five-year lease with Michael Henningfield, McHenry, Illinois in the amount of $4,500 for lease of County property for farming.

 

Staff Summary

                     Lake County desires to enter into a five-year agreement for the sole intention of farming hay on the County farm property of approximately 45 tillable acres in Libertyville, Illinois.

                     A Request for Proposal (RFP) was issued for Lake County Property Farm Lease and extended to 17 vendors, with one response received.

                     Hay was selected as a sustainable alternative for the County farm based on the minimal short term disturbance of soils, from an ecological and land management perspective, and the overall reduction in application of chemicals and fertilizers once the crop is established.

                     Once established, the hay field will provide a “green” look year round and is expected to reduce complaints from surrounding parcels regarding blowing soils, provide a natural barrier for blowing and drifting snow in winter months, and be in accordance with the natural area management practices on the Central Permit Facilities grounds.

                     Lake County reviewed the proposal and selected Michael Henningfield, McHenry, Illinois for the award of the County Farm lease which will provide annual revenue in the amount of $4,500 for a five-year lease.

 

Body

WHEREAS, in accordance with Section 5-102 of the Lake County Purchasing Ordinance, proposals were called for by publication for Lake County Property Farm Lease; and

 

WHEREAS, subsequent to said publication, Request for Proposals were extended to 17 vendors and one sealed proposal was received from Michael Henningfield proposing $100 per acre; and

 

WHEREAS, Lake County desires to enter into a five-year lease agreement for the sole intention of farming hay on the County farm property of approximately 45 tillable acres in Libertyville, IL; and

 

WHEREAS, Hay was selected as a sustainable alternative for the County Farm based on the minimal short term disturbance of soils from an ecological and land management perspective, and the overall reduction in application of chemicals and fertilizers once the crop is established; and

WHEREAS, Lake County has determined that the proposal submitted by Michael Henningfield, McHenry, IL is the best revenue proposal submitted for the County.

 

 

NOW, THEREFORE, BE IT RESOLVED, by this County Board of Lake County, Illinois, that the Chairman of the Board is authorized to enter into a lease agreement with Michael Henningfield, McHenry, IL in the amount of $4,500, at a rate of $100 per acre for a five-year period for the Lease of County Property for Farming of which is attached hereto and made a part hereof.
