Staff Summary

                     The improvement will include pavement resurfacing and installation of center and edge line rumble strips.

                     There was a public call for bids, and a total of two bids were received, ranging from $2,154,851.16 to $2,459,781.17, and the lowest responsible bidder is Peter Baker and Son Company, Lake Bluff, Illinois, in the amount of $2,154,851.16.

                     This project is included in the Transportation Improvement Program with construction in 2024 and designated as Section 23-00059-14-SP.

RESOLUTION

 

WHEREAS, pursuant to authority granted by this County Board of Lake County, Illinois, the County Engineer heretofore called for sealed bids, by publication, for the resurfacing of Grass Lake Road, from State Park Road to Illinois Route 59, for a total of 5.5 miles, and designated as Section 23-00059-14-SP; and

 

WHEREAS, pursuant to said publication and calling for said bids, sealed bids were received and opened on June 4, 2024, at 10:00 a.m. at the Lake County Division of Transportation in Libertyville, Illinois; a tabulation of said bids being as follows:

 

Peter Baker and Son Company

Lake Bluff, Illinois

$2,154,851.16

 

Payne & Dolan, Inc.

Antioch, Illinois

$2,459,781.17

 

WHEREAS, the Public Works and Transportation Committee, the County Engineer, and the Purchasing Agent have examined each bid, and it appears that the lowest responsible bidder is Peter Baker and Son Company, Lake Bluff, Illinois, in the amount of $2,154,851.16, based on estimated quantities and unit prices; and

 

WHEREAS, an appropriation of funds is required.

 

NOW, THEREFORE, BE IT RESOLVED, by this County Board of Lake County, Illinois, that a contract be awarded to said Peter Baker and Son Company, Lake Bluff, Illinois, in the amount of $2,154,851.16, based on estimated quantities and unit prices, and that the Purchasing Agent, the County Clerk, and the County Engineer of Lake County be authorized and they are hereby directed to enter into a contract with said low bidder for the resurfacing of Grass Lake Road, from State Park Road to Illinois Route 59, and designated as Section 23-00059-14-SP; and

 

BE IT FURTHER RESOLVED, that the County Clerk is hereby directed to transmit four certified originals of this resolution to the district office of the Illinois Department of Transportation; and

 

BE IT FURTHER RESOLVED, that this appropriation be processed by the County Engineer for final approval on behalf of the Illinois Department of Transportation in accordance with the “Agreement of Understanding” between the Illinois Department of Transportation and Lake County, dated May 3, 2018; and

 

BE IT FURTHER RESOLVED, that in as much as such estimated quantities are the best approximation that can be determined at this time, these quantities may be added to, deducted from, or modified from in the final determination of the contract cost in accordance with Chapter 605 of the Illinois Compiled Statutes, Act 5, Section 5-205.2 without further Board action, providing the final cost chargeable to the funds appropriated does not exceed the appropriation; and

 

BE IT FURTHER RESOLVED, that there is hereby appropriated $2,586,000 of Motor Fuel Tax funds.
