RESOLUTION
WHEREAS, Deerfield Road, County Highway 11, is a designated route on the county highway system; and
WHEREAS, the State of Illinois and Lake County believe it would be beneficial to the safety and welfare of the traveling public if Deerfield Road, from Illinois Route 21 (Milwaukee Avenue) to Saunders Road, could be improved inclusive of reconstructing the roadway, adding a center turn lane, intersection improvements at Saunders, Portwine, and United States Route 45/Illinois Route 21, new non-motorized facilities, traffic signal interconnects, drainage improvements, and bridge rehabilitation; and
WHEREAS, Lake County has been allocated nearly $29,000,000 in federal funds for these improvements and federal funds are administered by the Illinois Department of Transportation (IDOT); and
WHEREAS, this County Board of Lake County, Illinois, at its meeting on June 9, 2026, approved an appropriation of $22,000,000 of ¼% Sales Tax for Transportation funds for the estimated local share the improvement; and
WHEREAS, there was a public call for bids by IDOT with a total of four bids received, ranging from $64,589,633.26 to $76,976,091.69, and the low bid was higher than the engineer’s estimate of $50,754,687.55; and
WHEREAS, based on the low bid, the local share of construction is estimated to be $35,900,000; and
WHEREAS, a supplemental appropriation is needed.
NOW, THEREFORE, BE IT RESOLVED, by this County Board of Lake County, Illinois, that there is hereby appropriated a supplemental amount of $21,000,000 of ¼% Sales Tax for Transportation funds for the construction of improvements along Deerfield Road, from Illinois 21 (Milwaukee Avenue) to Saunders Road, and designated as Section 15-00038-07-WR.
