Approval of $5,000 in additional funding from the Healthcare Foundation of Northern Lake County to support the Round Lake Area Student Health and Wellness Center.

On November 21, 2016, the Healthcare Foundation of Northern Lake County (HFNLC) awarded the Lake County Health Department and Community Health Center (LCHD/CHC) a total of $75,000 in funding to support the Round Lake Area Student Health and Wellness Center (aka, school-based health center).  This was the 4th year of consecutive funding provided by the HFNLC and, in anticipation of continued funding, $70,000 has already been included in the fiscal year 2017 budget.

 

The additional $5,000 was included at the request of the HFNLC.  Representatives from HFNLC who serve on the Advisory Council for the Round Lake Area Student Health and Wellness Center were made aware of the challenges occurring at the site, including low patient volume and difficulties coordinating with the school, and recommended bringing back an external consultant to provide additional input on operations.  LCHD/CHC concurred with this recommendation and the request was included as an amendment to the grant application.  The $5,000 in additional funding will therefore be on the contractual line and will be used to cover the cost for an external consultant specializing in school-based health centers.  The grant period for this award is November 21, 2016-November 20, 2017.

 

Approval of $90,000 in additional funding from the Illinois Department of Human Services to support the WIC - Breast Feeding Peer Counselor Program.

On October 21, 2016, the Illinois Department of Human Services (IDHS) awarded LCHD/CHC $90,000 in additional funding to support the Special Supplemental Nutrition Program for Women, Infants and Children (WIC) Breast Feeding Peer Counselor (BFPC) program.  $30,000 was received at the start of the state fiscal year.  The BFPC program therefore has a total budget of $120,000 for state fiscal year 2017 (July 1, 2016-June 30, 2017).  BFPC funding is typically received in two installments.

 

LCHD/CHC is the lead agency and provider of WIC services in Lake County.  In addition to its core WIC grant award, the agency has received additional funds for breast feeding peer counseling since 2008.

 

Funds will be used to add personnel and supplies to the WIC program including an additional Breast Feeding Peer Counselor, two Clerk Translators, breast pumps and educational materials.  Funding will also be used to cover the cost of employee travel to the WIC annual conference and to address some furniture/equipment needs for WIC employees.  A detailed budget is attached.  The grant period for this award is July 1, 2016-June 30, 2017.

 

Approval of $59,300 in funding from Friends for Health to support three (3) programs at the North Shore Health Center.

Friends for Health is a 501c3 organization that partners with LCHD/CHC to support services at the North Shore Health Center.  On November 15, 2016, Friends for Health awarded $59,300 in grant funding to LCHD/CHC.  Funds were given to support the following programs:

 

                     $14,800 to continue breastfeeding support services available to new mothers by funding a part-time breastfeeding counselor at the site;

                     $36,000 to support women’s health/family planning services at the site for both adults and teens; and

                     $8,500 to fund a centering pregnancy program for expectant mothers.

 

Programs were selected based on priorities set by the Clinic Coordinator and Health/Wellness Program Coordinator at the North Shore Health Center.  The grant period for the award is December 1, 2016-November 30, 2017.  LCHD/CHC will work with Friends for Health throughout FY17 to monitor implementation of these programs and to identify additional funding sources which may supplement or add to Friends for Health’s financial support of these programs.

 

Suggested Motion

To approve and appropriate:  $5,000 from the Healthcare Foundation of Northern Lake County; $90,000 from the Illinois Department of Human Services; and $59,300 from Friends for Health.
