Staff Summary

•                     Route 83 south of Route 22 has two force mains on the east side and one force main on the west side of the road.  A failure of one of the force mains occurred in late 2019 approximately 500 feet south of Route 22.  The repair was hampered by a lack of shut off valves for the force main. This project will include the installation of a 13-foot-by-15-foot concrete vault for realignment, consolidation, and valving of the force mains to modernize piping for future maintenance. 

•                     The County received bids from four contractors for this work ranging from $235,650 to $457,530.  Award of this contract is recommended to the lowest responsive and responsible bidder, IHC Construction Companies, LLC, who best meets the needs of the County in the amount of $235,650.

•                     This resolution authorizes and directs the County Purchasing Agent to execute a contract with IHC Construction Companies, LLC, in the amount of $235,650.

R E S O L U T I O N

WHEREAS, the County of Lake (County) owns, operates and maintains sanitary sewer systems throughout the County including force mains along Illinois Route 83; and

WHEREAS, the Force Main system has been in continuous service since 1994 and a failure of one of the force mains occurred in late 2019; and

WHEREAS, realignment, valving, and consolidation of the force mains is the best solution to extend the service life of the system; and

WHEREAS, in accordance with the Lake County Purchasing Ordinance, bids were called for by publication for the Route 83 Force Main Realignment Project; and

WHEREAS, subsequent to said publication, invitations to bid were extended to four contractors; and

WHEREAS, four sealed bids were received and publicly opened via a zoom meeting in the office of the Purchasing Department on Thursday, April 15, 2021, at 11:00 a.m.; and

WHEREAS, IHC Construction Companies, LLC, is the lowest responsive, responsible bidder in the amount of $235,650; the other bids received ranged from $348,377.22 to $457,530.

NOW, THEREFORE, BE IT RESOLVED, by this County Board of Lake County, Illinois, that the Purchasing Agent is hereby authorized and directed to execute a contract with IHC Construction Companies, LLC of Elgin, Illinois in the amount of $235,650 for the Route 83 Force Main Project.
