Staff Summary
• On September 7, 2009, Lake County received program approval and award notification for Lake County’s EECBG program.
• Lake County has identified that one program area for EECBG funding shall be the Lake County Energy Efficiency Retrofit Program. This program area has four components, two of which include Waukegan Campus Lighting Retrofits and Waukegan Campus Air Handling System Improvements.
• Negotiations were conducted for Engineering Services related to Waukegan Campus Lighting Retrofits and Waukegan Campus Air Handling System Improvements in accordance with Sections 5-101 (3) and 6-102 (b) of the Lake County Purchasing Ordinance and the Local Government Professional Services Selection Act.
• It has been determined to be in the best interest of the County to enter into a contract with Grumman/Butkus Associates of Evanston, IL at a reasonable compensation.
• This contract will cost the County $110, 230 and is being funded through the Lake County Energy Efficiency and Conservation Block Grant Program.

WHEREAS, in June of 2009, the Lake County Board authorized the application for a direct allocation of $5,658,700 under the EECBG as part of the ARRA of 2009; and
WHEREAS, on September 7, 2009, Lake County received program approval and award notification for Lake County’s EECBG program; and
WHEREAS, one program area identified by Lake County in the EECBG program is the Lake County Energy Efficiency Retrofit Program. This program element includes four components; Central Plant Energy Retrofits for the Courts Complex and Administrative Tower; Administrative Tower Energy Retrofits; Waukegan Campus Lighting Retrofits; and Waukegan Campus Air Handling System Improvements; and
WHEREAS, negotiations were conducted for Engineering Services related to Waukegan Campus Lighting Retrofits and Waukegan Campus Air Handling System Improvements in Accordance with Sections 5-101 (3) and 6-102 (b) of the Lake County Purchasing Ordinance and the Local Government Professional Services Selection Act; and
WHEREAS, it has been determined to be in the best interest of the County to enter into a contract with Grumman/Butkus Associates of Evanston, IL at a reasonable compensation taking into account scope, complexity, and the nature of services to be rendered; and
WHEREAS, the proposed contract amount will be fully offset by the grant funding thereby not requiring the expenditure of local tax revenue.
NOW, THEREFORE, BE IT RESOLVED, by this County Board of Lake County, Illinois, that the Purchasing Agent is hereby directed to enter into a contract with Grumman/Butkus Associates in the amount of $110,230 to provide Engineering Services related to Waukegan Campus Lighting Retrofits and Waukegan Campus Air Handling System Improvements, charging the costs thereof to the account #101-1103910-82020-000-000-000-00000.
