Joint resolution authorizing execution of  a Wholesale Agreement for Sewage Disposal with the Village of Hawthorn Woods and authorizing the signing of the IEPA construction permit application for the Village’s Special Service Area #4 interceptor sewer.

Staff Summary

                     The Village of Hawthorn Woods has established a Special Service Area #4 to serve certain parcels with sanitary sewer through the Village of Lake Zurich’s local sewer system.

                     In order to serve these parcels, the Village must execute a Wholesale Sewer Agreement with the County and must construct an interceptor sewer.

                     One of the provisions contained in the Wholesale Agreement allows the County to serve the Taubman Property with sewer if it develops in unincorporated Lake County.

                     The agreement limits the flow from the Village parcels to 3,000 PE, of which a maximum of 1,500 PE may be developed as residential.

                     The Resolution authorizes the County Chair and County Clerk to execute the agreement and authorizes the Public Works Director to sign the IEPA Permit Application for the Village’s interceptor sewer.

Body

WHEREAS, the County of Lake (County) owns and operates a regional sewer system that serves a number of municipalities in the Southeast Lake Facilities Planning Area; and

 

WHEREAS, the Village of Hawthorn Woods (Village) desires to provide sanitary sewer services to certain areas within the Village to be delivered through the Village of Lake Zurich sanitary sewer system and treated at the County’s Des Plaines River Water Reclamation Facility on a wholesale basis; and

 

WHEREAS, the County and the Village currently have a Retail Sewer Service Agreement serving other areas in the Village not covered under this agreement; and

 

WHEREAS, the County and the Village desire to enter into an agreement for wholesale sewage disposal; and

 

WHEREAS, upon execution of the Wholesale Agreement, the Village desires to begin construction of their interceptor sewer to service the properties contained in their Special Service Area #4; and

 

WHEREAS, prior to beginning construction of the interceptor sewer, the Village must obtain an IEPA construction permit; and

 

WHEREAS, the IEPA construction permit application must be signed by the County’s Director of Public Works; and

 

WHEREAS, execution of a Wholesale Agreement for Sewage Disposal must be authorized by Resolution of this County Board.

 

NOW, THEREFORE, BE IT RESOLVED, by this County Board of Lake County, Illinois, that the Chairman of the County Board and the Clerk of said County be and they are hereby authorized and directed to execute a Wholesale Agreement for Sewage Disposal with the Village of Hawthorn Woods in substantially the attached form and that the Director of Public Works is hereby authorized to sign the IEPA construction permit application for the Village’s Special Service Area #4 interceptor sewer.
