R E S O L U T I O N
WHEREAS, Arlington Heights Road (County Highway 79) is a designated route on the county highway system; and
WHEREAS, the bridge deck beams of the bridge carrying northbound Arlington Heights Road over Buffalo Creek are at the end of their useful service life; and
WHEREAS, the State of Illinois and Lake County believe it would be beneficial to the safety and welfare of the motoring public if said bridge deck beams could be replaced; and
WHEREAS, Phase I studies are required to utilize federal highway funds for the above-proposed improvements; and
WHEREAS, the County Board of Lake County, Illinois at its meeting of August 12, 2008 authorized the execution of an agreement for these federal highway funds between the State of Illinois and Lake County for federal reimbursement of 80% of the Phase I engineering services (Preliminary Engineering) for said improvement; and
WHEREAS, this County Board of Lake County, Illinois at its meeting of August 12, 2008, appropriated $45,000 of County Bridge Tax funds to provide for these Phase I engineering services (Preliminary Engineering); and
WHEREAS, IDOT now requires the county to have conducted a bridge scour analysis and an asbestos verification and associated reporting which has necessitated an increase of compensation for the above said Phase I engineering services (Preliminary Engineering); and
WHEREAS, the State of Illinois and Lake County are desirous of entering into an Amendment #1 to the Phase I agreement to utilize federal highway funds for the above-proposed supplemental Phase I engineering services (Preliminary Engineering), setting forth the terms and obligations to each agency, a draft of copy of which is attached hereto.
NOW, THEREFORE BE IT RESOLVED that the Chair of the Lake County Board, the County Clerk and the County Engineer of Lake County are authorized and they are hereby directed to execute an Amendment #1 to the Phase 1 agreement pertaining to the financing of the above-named improvement. The County Engineer shall transmit in writing the final Amendment #1 to the agreement to be executed by the Chair of the Lake County Board and the County Clerk, and grant plan and specification approval to the Illinois Department of Transportation. This improvement is designated as Section 05-00193-04-BR.
BE IT FURTHER RESOLVED that this Amendment #1 to the Phase 1 agreement, when executed in its final form, be submitted to the Illinois Department of Transportation for their approval and final processing.
