Resolution providing for the appointment of Patrice Sutton as Lake County’s Director on the Lake Consolidated Emergency Communications (LakeComm) Member Board of Directors and as Lake County’s representative on the LakeComm Executive Committee.

RESOLUTION
WHEREAS, Lake County has entered into an Intergovernmental Agreement (Agreement) joining Lake Consolidated Emergency Communications (LakeComm); and
WHEREAS, Article III of the LakeComm Agreement establishes a Member Board of Directors and Article IV, Section 2 of the Agreement outline the powers, duties and authorities of said Board; and
WHEREAS, Article IV, Section 1 of the Agreement more specifically describes the composition of the Member Board of Directors (Member Board) and states in part:
The Member Board shall consist of one representative from each LakeComm Member who is designated by resolution or ordinance, specifically:
c. The Lake County representative(s) appointed by the Lake County Board.
i. The Lake County Board shall also appoint a designated Member Board alternate by resolution or ordinance.
ii. A designated Lake County Member Board alternate has all the same rights and authority as the principal Lake County Member Board representative in their absence.
iii. A Lake County Member Board representative shall also be appointed (by name) by resolution or ordinance to be the County’s representative on the Executive Committee
WHEREAS, Article VI of the Agreement establishes the Executive Committee; and
WHEREAS, Article VI of the Agreement specifies that the members of the Executive Committee shall be elected or appointed “by name” from the membership of the Member Board; and
WHEREAS, Article VI of the Agreement specifies that the Executive Committee shall include the Lake County representative appointed to the Executive Committee by the Lake County Board; and
WHEREAS, your Chair requests that this County Board confirm the appointment of Patrice Sutton as Lake County’s Director on the LakeComm Member Board of Directors and as Lake County’s representative on the LakeComm Executive Committee for a term beginning immediately; and
WHEREAS, the term of this appointment will be in accordance with the Agreement and the LakeComm Bylaws and will continue until a successor is appointed by the Lake County Board.
NOW, THEREFORE, BE IT RESOLVED, by this County Board of Lake County, Illinois, that the appointment of Patrice Sutton as Lake County’s Director on the LakeComm Member Board of Directors and as Lake County’s representative on the LakeComm Executive Committee for a term beginning immediately, be, and the same is hereby confirmed; and
BE IT FURTHER RESOLVED, that Patrice Sutton shall serve in said capacity until a successor is appointed by the Lake County Board.
