Staff Summary
• The Lake County Department of Public Works owns and operates the Des Plaines River Water Reclamation Facility, which treats wastewater from residents and businesses within multiple communities in southern Lake County. Immediately south of the pond on the facility’s property near Skylark Lane in Deerfield, and north of the Park East Townhomes community, there is an existing stormwater outfall that is in disrepair and requires replacement.
• To support continued reliable operation of the stormwater system, the existing 48-inch stormwater outfall will be replaced. In addition, there will be an evaluation of the condition of the pipe in order to identify any additional maintenance or repair that may be needed for the remaining portion of the storm sewer.
• An invitation to bid was issued and sealed bids were received from three contractors for this work ranging from $299,455 to $828,709 for the Winston Park Storm Sewer Improvement project. Funding for this project will be supported by the department’s contingency funds.
• The award of this contract is recommended to the lowest responsive and responsible bidder, Misfits Construction Company of Chicago, Illinois in the amount of $299,455.
• This resolution authorizes and directs the County Purchasing Agent to execute a contract with Misfits Construction Company in the amount of $299,455.

RESOLUTION
WHEREAS, the Lake County Department of Public Works owns and operates the Des Plaines Water Reclamation Facility, which treats wastewater from residents and businesses within multiple communities in southern Lake County; and
WHEREAS, immediately south of the pond on the Des Plaines Water Reclamation Facility’s property near Skylark Lane in Deerfield, and north of the Park East Townhomes community, an existing stormwater outfall has reached the end of its useful life and requires replacement of the 48-inch stormwater outfall pipe; and
WHEREAS, there will be an evaluation of the condition of the remaining portion of the storm sewer, the project will also include cleaning and televising of the east-west portion of the 48-inch storm sewer; and
WHEREAS, in accordance with the Lake County Purchasing Ordinance, bids were called for by publication of the Winston Park Storm Sewer Improvements project; and
WHEREAS, Misfits Construction Company is the lowest responsive, responsible bidder in the amount of $299,455.
NOW, THEREFORE, BE IT RESOLVED, by this County Board of Lake County, Illinois, that the Purchasing Agent is hereby authorized and directed to execute a contract with Misfits Construction Company, of Chicago, Illinois in the amount of $299,455 for the Winston Park Storm Sewer Improvements project at the Des Plaines River Water Reclamation Facility property.
