Staff Summary
·      Non Motorized Travel 2011 - Greenleaf Avenue Sidewalk Improvement: Appropriation and Consultant Agreement.
·      Park City has an IDOT grant to install some sidewalks along Greenleaf Ave, a county highway.
·      The 2009 Non-Motorized Travel Study identified the remaining areas along Greenleaf Avenue without sidewalks as a construction priority.
·      The County will fund the construction of these sidewalk gaps while the municipalities of Gurnee, Waukegan and Park City will be responsible for the maintenance of the new sidewalk in their communities.
·      This resolution authorizes the appropriation of $95,000 of ¼% Sales Tax for Transportation and Public Safety funds and the execution of a professional services agreement with Gewalt Hamilton Associates, Inc., Vernon Hills, Illinois, for Phase I and II professional engineering services.
 
Body
R E S O L U T I O N
 
WHEREAS, non-motorized travel on the county highway system affects the safety and welfare of the motoring public; and
 
WHEREAS, non-motorized travel on the county highway system is increasing as the county becomes more urbanized; and
 
WHEREAS, Greenleaf Avenue, County Highway 72, is a designated route on the county highway system; and
 
WHEREAS, the 2009 Non-Motorized Travel Study identified this location as a construction priority gap; and
 
WHEREAS, the municipalities of Gurnee, Waukegan and Park City have indicated their willingness to be responsible for the maintenance of the new sidewalk in their communities; and
 
WHEREAS, it is advisable that a consulting engineering firm be employed to provide Phase I and II professional services; and
 
WHEREAS, Lake County, by and through its Division of Transportation, has selected a professional engineering services firm in accordance with the Local Government Professional Services Selection Act, 50 ILCS 510/1 et. seq.; and   
 
WHEREAS, Gewalt Hamilton Associates, Inc., Vernon Hills, Illinois, are consulting engineers skilled in the provision of said Phase I and II engineering services.
 
NOW, THEREFORE BE IT RESOLVED by this Lake County Board, that Gewalt Hamilton Associates, Inc., Vernon Hills, Illinois, be employed to provide said Phase I and II professional engineering services, and that the County Board Chair, the County Clerk and the County Engineer of Lake County are authorized and they are directed to execute on behalf of Lake County an agreement, a draft copy of said agreement attached hereto, for consultant engineering services between Lake County and Gewalt Hamilton Associates, Inc., Vernon Hills, Illinois, at a maximum cost of $80,920.89.
 
BE IT FURTHER RESOLVED that the County Engineer shall transmit, in writing, the final agreement to be executed by the County Board Chair and the County Clerk.   
 
BE IT FURTHER RESOLVED that there is hereby appropriated $95,000 of ¼% Sales Tax for Transportation and Public Safety funds for these engineering services and designated as Section 11-00184-03-SW.
 
BE IT FURTHER RESOLVED that this agreement be administered in accordance with Chapter 605, Act 5, Section 5-205.2 of the Illinois Compiled Statutes without further Board action providing the final contract cost chargeable under the funds appropriated does not exceed the appropriation.
