Staff Summary

·      On an annual basis, Workforce Development receives several different grants to fund programs and services benefitting job seekers, laid off workers, youth, incumbent workers, new entrants to the workforce, veterans, persons with disabilities, and employers.

·      Awarded grants do not coincide with the County's fiscal year.

·      For the time period July 1, 2011 through June 30, 2014 DCEO awarded WIA, 1EC, Trade, and Incentive grants, all of which were formally accepted by the County Board.  

·      An emergency appropriation is now needed to Workforce Development's County Fiscal Year 12 budget to provide budget authority for all current open grants that properly aligns with existing grant authority, as awarded by DCEO.

·      This action will allow Workforce Development to spend up to the authorized award amounts, properly manage and track grant revenues and expenditures with clarity, as well as help facilitate successful fiscal monitoring and audits.

Body

WHEREAS, the Illinois Department of Commerce and Economic Opportunity awarded various grants to the Lake County Workforce Development Department; and,

WHEREAS, additional budget authority of $5,283,144.73 is needed to Workforce Development's CFY'12 budget in order to adequately align grant awarded amounts with the county's general ledger; and  

WHEREAS, these grants provide funding for training, support, work experience for individuals certified as eligible under the Workforce Investment and Trade Acts, as well as staffing, operational, and discretionary administrative costs; and

WHEREAS, these grant program periods span from July 1, 2011 thru June 30, 2014; and

WHEREAS, a CFY'12 emergency appropriation of $5,283,144.73 is requested to allocate these funds into the Workforce Department's revenue and expense budgets.

NOW, THEREFORE, BE IT RESOLVED, by this County Board of Lake County, Illinois, that an emergency appropriation totaling $5,283,144.73 to the Workforce Development Department's CFY'12 revenue and expense budgets is hereby approved and these grants be accepted. A chart of accounts is attached.
