Joint resolution approving a CFY2009 emergency appropriation for the following Workforce Development Department grants:
Staff Summary
• The Illinois Department of Commerce and Economic Opportunity has increased the Workforce Investment Act (WIA) Program Year 2009 grant to the Lake County Workforce Development Department to $5,674,009, requiring an additional $326,093 to the program’s current budget appropriation. The Program Year is from July 1, 2009 to June 30, 2010, and includes funding for adults, dislocated and incumbent workers, and youth.
• The Illinois Department of Commerce and Economic Opportunity has increased the WIA American Recovery and Reinvestment Act (ARRA) formula grant for Adults and Dislocated Workers by $345,417, bringing the dislocated worker program to a total of $3,106,772. The grant period is from February 17, 2009 thru June 30, 2011.
• The Illinois Department of Commerce and Economic Opportunity has provided a new WIA ARRA Youth Assistance grant to the Workforce Development Department in the amount of $28,240 for the period of July 1, 2009 to March 30, 2010.
• The Illinois Department of Commerce and Economic Opportunity has approved a grant under the WIA Disability Navigator Grant to the Workforce Development Department (WDD) in the amount of $2,603 to support upgrades to WDD’s Assistive Technology equipment. These upgrades will assist with ensuring that individuals with disabilities will have the same level of access to Illinois WorkNet Center resources as those without disabilities. The grant period is from July 1, 2009 to December 31, 2009.

RESOLUTION
WHEREAS, the Illinois Department of Commerce and Economic Opportunity has reallocated funds for its formula grant for Program Year 2009 under the Workforce Investment Act to the Lake County Workforce Development Department, requiring a budget increase of $326,093 for program year July 1, 2009 to June 30, 2010; and
WHEREAS, the Illinois Department of Commerce and Economic Opportunity has increased the American Recovery and Reinvestment Act (ARRA) formula grant in the amount of $345,417 to serve additional dislocated workers for the period of February 17, 2009 to June 30, 2011; and
WHEREAS, the Illinois Department of Commerce and Economic Opportunity has provided a WIA ARRA Youth Assistance grant in the amount of $28,240 to provide workforce investment activities that increase the employment, retention and earnings of participants and provide an additional period of time for youth to be employed with the grant period from July 1, 2009 to March 31, 2010; and
WHEREAS, the Illinois Department of Commerce and Economic Opportunity under the WIA Disability Navigator Grant has provided to the Workforce Development Department a grant in the amount of $2,603 for upgrades to the Assistive Technology equipment, to ensure individuals with disabilities will have access to Illinois WorkNet Center resources for the grant period of July 1, 2009 to December 31, 2009; and
WHEREAS, it is necessary to approve a CFY2009 emergency appropriation to allocate these funds into the Workforce Department budget and authorize acceptance of these grants. The chart of accounts is attached.
NOW, THEREFORE, BE IT RESOLVED, by this County Board of Lake County, Illinois, that an emergency appropriation totaling $702,353 accompanied by a increase in grant revenue budget for the Workforce Development Department is hereby approved.
