Staff Summary
· The Southeast Lake Sewer System serves the Villages of Bannockburn, Buffalo Grove, Deerfield, Hawthorn Woods, Lake Zurich, Lincolnshire, Long Grove, Riverwoods and unincorporated portions of southern Lake County.
· This project includes installing flow monitoring meters at various points of the sewer system in order to obtain data on wet weather flow and its impact on the system.
· The data collected will be used in engineering solutions meant to reduce wet weather flow infiltration into the system.
· Services are required from a professional engineering firm and the County performed a Quality Based Selection process and determined that RJN Group Inc. was the most qualified firm to provide services for this project.
· This resolution authorizes an agreement for professional services with RJN Group Inc. of Wheaton, IL in the amount of $348,947.

R E S O L U T I O N
WHEREAS, the County of Lake (County) owns, operates and maintains the Des Plaines River Water Reclamation Facility (WRF) and the Southeast Interceptor Sewer serving the Southeast Lake Facilities Planning Area; and
WHEREAS, the County provides wholesale sanitary sewer service by contract to several municipalities within the Southeast Lake FPA including Bannockburn, Buffalo Grove, Deerfield, Hawthorn Woods, Lake Zurich, Lincolnshire, Long Grove, and Riverwoods; and
WHEREAS, in order to analyze and document sewage flows for design and operational purposes the County has programmed a Southeast Lake FPA Flow Monitoring Project; and
WHEREAS, due to the specialized nature of this project, the County requires services from an engineering firm qualified in this type of engineering; and
WHEREAS, the Public Works Department solicited and received statement of qualifications from professional engineering firms in accordance with the Quality Based Selection process; and
WHEREAS, the Public Works Department evaluated the statement of qualifications based on several criteria and determined that RJN Group, Inc. was the most qualified firm to provide professional engineering services for this project; and
WHEREAS, an Agreement has been negotiated with RJN Group, Inc. to provide the necessary engineering services; and
WHEREAS, execution of an Agreement for Professional Services must be authorized by Resolution of this County Board.
NOW, THEREFORE, BE IT RESOLVED, by this County Board of Lake County, Illinois, that the Purchasing Agent is hereby authorized and directed to execute the attached Agreement for Professional Services with RJN Group Inc., Wheaton, IL, in the amount of $348,947 for engineering services associated with the Southeast Lake FPA Flow Monitoring Project and charging the costs thereof to Account Numbers 610-4854299-71170-48210 and 610-4844799-71170-48110.
