· Five road construction projects have been identified as eligible for bond funding and designated as the Challenge Bond Projects.
· All of the projects will be advancing thru Phase II design engineering and ROW acquisition and three will be proceeding to construction.
· The Challenge Bond Projects are in excess of $112 million, more than doubling our transportation capital program.
· Professional engineering services are required for the program and project management of the Challenge Bond Projects.
· The selected and recommended consultant for the program and project management of the Challenge Bond Projects is TranSystems, Inc., Schaumburg, Illinois, at a maximum cost of services described as $2,433,477.30.
· This resolution also appropriates $2,675,000 of ¼% Sales Tax for Transportation and Public Safety funds.

R E S O L U T I O N
WHEREAS, the Lake County Division of Transportation (LCDOT) is implementing the "Plan for Using the New Collar County Transportation Empowerment Funds" of which one component is the county Challenge Bond Program as set forth in a resolution of the county board at its meeting of June 10, 2008; and
WHEREAS, the said Plan has identified five road construction projects eligible for bond funding (the Challenge Bond Projects); and
WHEREAS, the Challenge Bond Projects are the Rollins Road Gateway Improvement, the Fairfield Road at IL Rte 176 Junction Improvement, the Fairfield Road Throughway Improvement, the CN RR Underpass Washington Street Thoroughfare Improvement, and the Add Lanes Washington Street Thoroughfare Improvement; and
WHEREAS, the recommendation of the Lake County Division of Transportation is to proceed with construction on three county Challenge Bond Projects using bond funding and "pay as you go" funding and to complete Phase II (Design Engineering) and ROW acquisition for the other two county Challenge Bond Projects using "pay as you go" funding; and
WHEREAS, the value of the Challenge Bond Projects are in excess of $112 million, to be managed, more than doubling the size of our transportation capital program; and
WHEREAS, resources at the Division of Transportation are fully utilized and additional professional engineering services are required for the program and project management of the Challenge Bond Projects; and
WHEREAS, it is advisable that a consulting engineering firm be employed to provide professional engineering services for the program and project management of the Challenge Bond Projects; and
WHEREAS, Lake County, by and through its Division of Transportation, has selected a professional engineering services firm in accordance with the Local Government Professional Services Selection Act (50 ILCS 510/1 et. seq.); and
WHEREAS, Transystems, Inc., Schaumburg, Illinois, are consulting engineers skilled in the provision of said program and project management services needed for the Challenge Bond Projects; and
NOW, THEREFORE BE IT RESOLVED BY this County Board of Lake County, Illinois, that Transystems, Inc., Schaumburg, Illinois, be employed to provide professional engineering services for the program and project management of the Challenge Bond Projects and that the Chair of the County Board, the County Clerk and the County Engineer of Lake County are authorized and they are directed to execute, on behalf of Lake County, a contract for program and project management of the Challenge Bond Projects between Lake County and Transystems, Inc., Schaumburg, Illinois, at a maximum cost of services described as $2,433,477.30, a draft copy of which is attached hereto.
BE IT FURTHER RESOLVED that the County Engineer shall transmit in writing the final agreement to be executed by the Chair of the Lake County Board and the County Clerk.
BE IT FURTHER RESOLVED that there is hereby appropriated $2,675,000 of ¼% Sales Tax for Transportation and Public Safety funds for this agreement designated as Section 11-00000-14-EG.
BE IT FURTHER RESOLVED that this agreement be administered in accordance with Chapter 605, Act 5, Section 5-205.2 of the Illinois Compiled Statutes without further Board action providing the final contract cost chargeable under the funds appropriated does not exceed the appropriations provided.
