Staff Summary
· The current back-up generator at the 911 Center is beyond its useful life.
· The new generator will also connect to the Highway Patrol and Radio Antenna to keep them in operations.
· An invitation to bid for the emergency generator replacement was extended to 27 vendors.
· Sealed bids were received from two local vendors and one non-local vendor, one bid was determined to be non-responsive, and the two responsive and responsible bids ranged from $255,500 to $261,580.09.
· Funding for this project was approved as part of the 2013 CCIP Facility Assessment.
· Homestead Electrical Contracting, LLC, Ingleside, IL is the lowest responsive and responsible bidder who best meets the needs of the County for a cost of $255,500.

WHEREAS, in accordance with Section 4-102 of the Lake County Purchasing Ordinance, bids were called for Emergency Generator at the 911 Center, Highway Patrol and Radio Antenna; and
WHEREAS, subsequent to said publication, an Invitation to Bid was extended to 27 vendors; and
WHEREAS, sealed bids were received from two local vendors and one non-local vendor and opened at the Central Permit Facility, Libertyville, Illinois, on September 8, 2013 at 2:00 p.m.; and
WHEREAS, the current back-up generator at the 911 Center is beyond its useful life, the new generator will also connect to the Highway Patrol and Radio Antenna to keep them in operations; and
WHEREAS, based on the criteria set forth in the Invitation to Bid; the staff evaluated the bid submittals and determined that the bid submitted by Homestead Electrical Contracting, LLC, Ingleside, IL in the amount of $255,500, is the lowest responsive and responsible bidder that best meets the needs of the County.
NOW, THEREFORE, BE IT RESOLVED, by this County Board of Lake County, Illinois, that the Purchasing Agent is authorized to enter into a contract with Homestead Electrical Contracting, LLC, Ingleside, IL for the Emergency Generator at the 911 Center, Highway Patrol and Radio Antenna in the amount of $255,500, charging to account # 101-1103285-82020-000-000-000-11137.
