Joint resolution to execute the necessary documents to accept the 2009 Department of Housing and Urban Development’s Continuum of Care Homeless Assistance award, authorizing an emergency appropriation, and authorizing the County Board Chairman to execute subrecipient agreements.
Staff Summary
• Lake County has received notification that it has been awarded $1,797,192 in 2009 Continuum of Care Homeless Assistance funds for 15 projects, equaling the total request for renewal projects submitted. $803,190 of the award (9 projects) will be administered by Lake County; $333,084 (1 project) will be administered by the Health Department; and the remaining amount, $660,918 (5 projects) will be administered directly by the respective agencies.

• $707,542 of the funds awarded to Lake County were anticipated and are already budgeted. $95,648 will require an emergency appropriation.
• This resolution authorizes the Chair of the County Board to: 1) execute the necessary documents to accept the homeless assistance award; 2) authorize emergency appropriations in the total amount of $95,648; and, 3) execute contracts with subrecipient entities for the expenditure of those funds.

WHEREAS, the U.S. Department of Housing and Urban Development made available $1.43 Billion through a nationwide competition for assistance to homeless individuals and families through its Continuum of Care Homeless Assistance NOFA; and
WHEREAS, the County Board of Lake County approved a resolution on October 13, 2009 to authorize the Chair of the Lake County Board to execute the necessary documents to submit an application for the 2009 U.S. Department of Housing and Urban Development’s Continuum of Care Homeless Assistance NOFA; and
WHEREAS, the County of Lake received notification from the U.S. Department of Housing and Urban Development awarding $1,797,192 through the 2009 Continuum of Care Homeless Assistance NOFA, $803,190 of which will be administered by Lake County, $333,084 administered by the Health Department, and the remaining amount, $660,918 will be administered directly by the respective agencies.
NOW, THEREFORE, BE IT RESOLVED, by this County Board of Lake County, Illinois, that the Chair of the County Board is hereby authorized to execute the necessary documents to accept Lake County’s portion of the 2009 Continuum of Care Homeless Assistance funds in the amount of $803,190; and
BE IT FURTHER RESOLVED, that an emergency appropriation is hereby authorized in the amount of $95,648 in Fund 740-2970015-79950-000-000-000-29715 and corresponding revenue amount of $95,648 in Fund 740-2970015-45040-000-000-000-29715; and;
BE IT FURTHER RESOLVED, that the Chair of the County Board is hereby authorized to execute contracts with those entities designated in the 2009 Continuum of Care application to be subrecipients of funds appropriated under this resolution.
