RESOLUTION
WHEREAS, the United States recorded a 16-year high of fatal crashes in 2021, with an estimated 42,915 fatalities; and
WHEREAS, the State of Illinois has seen a 33 percent increase in fatal crashes between 2015 and 2021, including 1,333 in 2021; and
WHEREAS, Lake County recorded 36 fatal crashes in 2021; and
WHEREAS, the SS4A grant program, which invests up to $6 billion over five years to fund local efforts to reduce roadway crashes and fatalities, is currently accepting applications through the USDOT; and
WHEREAS, USDOT is authorized to award $1 billion in SS4A grants in Federal Fiscal Year 2022, pursuant to the Infrastructure Investment and Jobs Act; and
WHEREAS, joint applications for planning grants are to be awarded for up to $5,000,000 maximum, on a competitive basis to develop safety action plans; and
WHEREAS, CMAP plans to submit an application for a planning grant to develop both a regional and seven county-wide safety action plans; and
WHEREAS, CMAP will serve as the lead agency for the regional application and development of each safety action plan; and
WHEREAS, completion of the safety action plans will allow for future grant applications through the SS4A program to implement components of the plan; and
WHEREAS, if the grant is awarded, the County will need to enter into an agreement with CMAP and appropriate Lake County’s share of the required 20 percent local match, plus any additional amounts as may be required.
NOW, THEREFORE, BE IT RESOLVED, that this Lake County Board hereby supports the CMAP’s joint application for a SS4A planning grant.
BE IT FURTHER RESOLVED, that the County Engineer and the County Board Chair are hereby authorized to submit a Letter of Support to USDOT on behalf of CMAP’s joint grant application.
BE IT FURTHER RESOLVED, that the County Engineer is hereby authorized and directed to develop an agreement with CMAP that will establish a project charter and cost participation amounts that will be brought back to the Lake County Board for approval.
BE IT FURTHER RESOLVED, that if the said grant is approved by USDOT, an appropriation of the required local matching funds, plus any additional amounts as may be required, will be brought back to the Lake County Board for approval.
