Staff Summary

•                     This resolution authorizes the execution of Community Services Agreement # 11GL136000 with the Illinois Department of Human Services for the 19^th Judicial Circuit’s Early Service Program and an emergency appropriation in the amount of $99,244.

•                     The agreement is for the period August 18, 2009 through June 30, 2010.

•                     The ESP program was suspended earlier this summer pending this funding allocation which is 14.6% less than the amount of funding allocated at the beginning of the previous state fiscal year.  There is no required match.

•                     Funding is used to procure contractual counseling services and related administrative costs.  In 2008, the Early Service Program served 186 youth and families.

Body

WHEREAS, the 19^th Judicial Circuit of Lake County Early Service Program (Delinquency Prevention) Agreement with the Illinois Department of Human Services (IDHS) expired June 30, 2009; and

WHEREAS, the program was suspended pending a funding allocation for state fiscal year 2010; and

WHEREAS, the IDHS has restored funding for this program in the amount of $99,244 for the time period August 18, 2009 through June 30, 2010; and

                     WHEREAS, these funds were not included in the county fiscal year 2009 budget, so it is therefore necessary to appropriate this funding and authorize the necessary approvals by the County of Lake to formally accept this grant.

NOW, THEREFORE, BE IT RESOLVED, by this County Board of Lake County, Illinois, that it hereby authorizes the execution of Community Services Agreement # 11GL136000 with the Illinois Department of Human Services and an emergency appropriation of $99,244 for the 19^th Judicial Circuit of Lake County “Early Service Program (Delinquency Prevention)” to be allocated as indicated on the attached chart of accounts; and

BE IT FURTHER RESOLVED, that the budget in revenue account 101-3270010-45400 also be increased by $99,244.
