Resolution authorizing permission to the City of North Chicago under its Neighborhood Stabilization Program - Round Three (NSP3) Grant Agreement to allow for the demolition of blighted abandoned and foreclosed properties.
Staff Summary
· The City of North Chicago is a subrecipient of NSP funds, both for round one NSP and round three NSP3.
· The NSP3 Plan, in concert with HUD regulations, allows for 10% of the overall grant ($137,042) to be used for demolition purposes when local market conditions warrant it.
· The City is requesting to use the full 10% of the award in their allocation of NSP3 funds, which results in a small balance to be used for traditional NSP activities ($41,113 to purchase and resell a foreclosed property).
· The City's subrecipient agreement, the NSP3 Plan, and HUD regulations require permission be granted by the County to carry out demolition projects.
· The Community Development Commission unanimously recommended granting the requisite permission.
Body
WHEREAS, the City of North Chicago is a subrecipient of Neighborhood Stabilization Program - Round Three (NSP3) funds; and
WHEREAS, the NSP3 Plan, in concert with HUD regulations, allows for 10% of the overall grant, a total of $137,042, to be used for demolition purposes when local market conditions warrant it; and
WHEREAS, the City of North Chicago is requesting to use the allowable amount for demolition purposes; and
WHEREAS, the City of North Chicago provided needs-based evidence to support its case; and
WHEREAS, the County must provide permission in order to allow the City to pursue demolition activities; and
WHEREAS, the Community Development Commission unanimously recommended granting the permission.
NOW, THEREFORE BE IT RESOLVED, by this County Board of Lake County, Illinois, that permission to use NSP3 funds for demolition is hereby granted under the City of North Chicago's NSP3 Grant Agreement.
BE IT FURTHER RESOLVED, that the Chairman of the Lake County Board or his designee is hereby authorized to execute the necessary documents to complete this process.
