Joint resolution authorizing the execution of Amendment # 1 to the agreement for the use of federal highway funds between the State of Illinois and Lake County for Phase II design engineering services for the proposed improvements to the traffic control signals situated at ten intersections along Grand Avenue between IL Rte. 131, Green Bay Road, and Sheridan Road and designated as Section 08-00279-00-TL.

 

Staff Summary

                     Grand Avenue, IL Rte. 131 to Sheridan Road, Traffic Signal Interconnect; Supplemental Phase II: IDOT Agreement.

                     The county has been allocated federal CMAQ funds to improve the traffic signals and interconnect along Grand Avenue and IDOT administers all federal funds.

                     The Phase II design engineering scope of work is being expanded to provide for a preliminary environmental site assessment and coordination of signal standards.

                     This agreement provides for the county to receive 80% reimbursement for the cost of Phase II.

R E S O L U T I O N

 

WHEREAS, Grand Avenue is a state route for which the City of Waukegan provides signal maintenance; and

 

WHEREAS, it would be beneficial to the safety and welfare of the motoring public if the traffic control signals situated along Grand Avenue between IL Rte. 131 and Sheridan Road could be modernized and interconnected; and

 

WHEREAS, the intersections with said traffic control signals are at: 1. IL Rte. 131, 2. Baldwin Avenue, 3. McAree Road, 4. Lewis Avenue, 5. Butrick Street, 6. Jackson Street, 7. West Street, 8. County Street, 9. Genesee Street, and 10. Sheridan Road; and

 

WHEREAS, said traffic control signal improvements would be beneficial to Lake County and the State of Illinois; and

 

WHEREAS, this Lake County Board, at its meeting of June 10, 2008, authorized the execution of an agreement for these federal highway funds between the State of Illinois and Lake County for federal reimbursement of 80% of the Phase II design engineering services for said improvement; and

 

WHEREAS, this Lake County Board, at its meeting of August 12, 2008, appropriated $160,000 of Matching Tax funds to provide for these Phase II design engineering services; and

 

WHEREAS, the above-said agreement has been administered in accordance with Chapter 605, Act 5, Section 5-205.2 of the Illinois Compiled Statutes; and

 

WHEREAS, the need to provide for a preliminary environmental site assessment and coordination of signal standards has necessitated an increase of compensation for the above-said Phase II design engineering services; and

 

WHEREAS, the State of Illinois and Lake County are desirous of entering into an Amendment #1 to the agreement to utilize federal highway funds for the above-proposed supplemental Phase II design engineering services setting forth the terms and obligations to each agency, a draft copy of which is attached hereto.

 

NOW, THEREFORE BE IT RESOLVED, by this Lake County Board, that the County Board Chair, the County Clerk, and the County Engineer of Lake County are authorized and they are directed to execute an Amendment #1 to the agreement pertaining to the financing of the above-named improvement and such authorization shall include any necessary subsequent amendments.

 

BE IT FURTHER RESOLVED that the County Engineer shall transmit, in writing, the final Amendment #1 to the agreement to be executed by the County Board Chair and the County Clerk. This improvement is designated as Section 08-00279-00-TL.

 

BE IT FURTHER RESOLVED that this supplemental agreement when executed in its final form be submitted to the Illinois Department of Transportation for their approval and final processing.
